為維繫自然系統、確保自然海岸零損失、因應氣候變遷、防治海岸災害與環境破壞、保護與復育海岸資源、推動海岸整合管理，並促進海岸地區之永續發展，「海岸管理法」已於104年2月4日公布施行。本署為海岸侵蝕、洪氾溢淹、暴潮溢淹、地層下陷等4種海岸災害之中央目的事業主管機關，且未來需針對「整體海岸管理計畫」指定之一級防護區，訂定海岸防護計畫。 而在法令公布施行至「整體海岸管理計畫」公告施行之兩年過渡期間，內政部希望「海岸保護計畫」、「海岸防護計畫」及「整體海岸管理計畫」能同時執行擬訂作業。故本計畫將依據「海岸管理法」規定及立法精神，參考內政部研擬中之「整體海岸管理計畫」，探討海岸防護區劃設原則與方式，據以完成海岸防護區位劃設。同時，檢視101年依據前版「海岸法(草案)」所預擬之「海岸防護計畫規劃參考手冊(草案)」妥適性，並以宜蘭海岸為例，進行海岸防護計畫規劃工作，藉此規劃過程，修正調整手冊內容。 最後，透過教育訓練及諮詢服務團方式，讓本署各河川局同仁能瞭解海岸防護計畫規劃的程序及方式，以利海岸防護計畫擬訂前之規劃作業推動。 經濟部水利署水利規劃試驗所(以下簡稱本所)依據 經濟部水利署（以下簡稱 鈞署）於104年3月23日經水河字第10416034970號函，爰提本計畫書，俾利工展。

The “Coastal Zone Management Act” enacted and promulgated on Feb. 4th, 2015. This Act is enacted to maintain natural systems, ensure zero loss of the natural coast, respond to climate change, prevent coastal disasters and damage to the environment, protect and restore coastal resources, implement integrated coastal zone management, and promote the sustainable development of coastal zones. Due to from “the Coastal Zone Management Act” to “integrated coastal zone management plan” enacted and promulgated have buffer time for two years. Therefore, Ministry of the Interior hope the “Coastal conservation plan”, “Coastal protection plan” and “integrated coastal zone management plan” can execute its elaboration of work simultaneously. According to “the Coastal Zone Management Act” regulations and the legislative spirit, and reference to elaborating “integrated coastal zone management plan” by Ministry of the Interior, first of all, this project discussed the designated principle and method of coastal protection zone, to complete the achievement of designated work for coastal protection area. Secondly, the reference manual of planning work of coastal protection project (draft) was based on “the Coastal Act(draft)” in 2012, it needed to be reviewed the appropriateness and revised the content through planning procedure at Yilan Coast. Finally, in order for each River Management Office of WRA could understand the process and method of coastal protection planning works, this project planed the education training and consultant service team to promote the planning works before the coastal protection plan elaborating. The goal of the project in current year included: (1)Completing the review of designated priciples and classified designated work at coastal protection zone. (2)Completing the integration planning operation review of coastal protection plan. (3)Completing the reference manual of integrated coastal protection planning and coastal protection plan eleboration preparation (draft). (4)Completing the planning works of coastal protection plan of Yilan Coast. (5)Completing the elaboration of “coastal protection plan of Yilan Coast (draft)”. (6)Completing the feedback case data used in the planning works of coastal protection plan of Yilan Coast. (7)Completing the education training and consultant service.
