本署為水災災中應變需要，於104～105年執行「高時空解析度淹水模擬結合三維視覺展示研究」，可大幅降低模式運算時間並提供視覺化之成果展示。為達到二維淹水即時預報之目標，高時空解析度淹水模式應介接即時監測或預報之水文氣象資料，以縮短作業時間達到自動運算與預報功能，以達災中應變之需求。 本計畫將擇一縣市作為示範區域，完成淹水模式建置與檢定驗證；同時建立整體淹水預報架構，與預報系統介接以完成淹水預報作業。另外，為利於未來其它縣市模式之建置，本計畫將研發高時空解析度淹水模式資料轉換之工具，以提升模式建置效率。

This study integrates 3Di flood inundation simulation system with QPESUMS and ETQPF rainfall forecasts products for enabling high resolution flood inundation forecasting. The framework of this study includes three major parts: (1) developing a conversion tool to migrate hassleless from SOBEK models to 3Di’s (2) building 3Di 1D-2D models for Tainan region - Tainanwide of 2600 km2 with 5m DEM and Sanyei area of 63km2 with 1m DEM; (3) linking with rainfall forecasts products – QPESUMS and ETQPF products are now linked with 3Di for radar rainfall input through API (application programming interface). The conversion tool aims to migrate SOBEK 1D elements, including manholes, pipes, and structures, to 3Di. The tool has successfully employed convertion operations for building 3Di Tainan and Sanyei models. The tool in the future will also help the Taiwan’s modeling teams to conduct fast migration for faster 3Di deployment for futher applications in high resolution flood mapping and flood inundation forecasting. Moreover, the 3Di flood inundation forecasting system has been successfully tested in two consecutive events: Typhoons Nesat and Haitang taking place during 29th – 31st July 2017. Video-type and powerpoint-type reports were sent to related water authorities during the two typhoons. QPE data (observations) of Typhoon Haitang were later used to validate the 3Di Tainan and Sanyei models with well agreement.
