本署自民國98年起持續辦理多期分年重要河川環境營造計畫,為辦理重要河川環境營造計畫之年度計畫績效評估與檢討,並成立專家學者服務團至本署各河川局及水規所協助重要河川環境營造計畫年度計畫業務推動、檢討及諮詢,以及就計畫執行之重要課題辦理教育訓練,遂成立本計畫,以利重要河川環境營造計畫之執行。

The project is set up to check the execution efficiency, database establishment, and propagation data display for the previous plans- “Main Rivers Environmental Construction Plan.” River environmental service groups are set up. Sum invites 21 people including scholars and experts. 15 of them have the hydraulic backgrounds, 6 have environmental landscape and ecological engineering backgrounds. With the useful suggestions from different experts, this project could be check in different aspects and get better results.
The service group for river environmental construction has investigated 21 events for engineering.Besides the lower grade of assessment for “the completeness of the function of disaster prevention and decreasing” and “”ecological maintaining function”, the grade of assessment for “disaster prevention and decreasing engineering” and “environmental improvement engineering” are “Good”. It reveals that seldom engineering still have to be improved, but large amounts of them have executed well in 2017.
“The Main River Environmental Construction Plan in 2016” had constructed the length of embankment for 44.81 kilometers, the river management rate increased 1.05%, the length of environmental improvement engineering for 34.05 kilometers, 83 events for the kind of river environment maintaining management for trial researches. It estimates that about 3,478.4 hectares area were protected. To sum up, large plans has reached its progress and executed well.
The funds are 6.5 billion NT in 2016. The total spend is 5.76 billion NT, Implementation rate 86.82% is given back to government in 2016.
The main contribution for this project is that disaster prevention and decreasing, environment improvement, structure maintain and management, fundamental data investigation and monitoring, and complete the “Database Build Up for Main River Environmental- Construction Plan” in 2016. The database includes digital data read in geographic information system, pictures, and engineering events documents. With the interface development of software, relative results of this project could be linked to the service system to provide users inquiring and applying.
One educational training courses will be hold in Central zones of Taiwan after completing the work items in 2016. The objective of theses course is to upgrade the concept and knowledge for relative execution administration to facilitate the execution for follow-up works.
To have a satisfactory achievement, not only the government officials but also habitants have to join and to co-operate in main river environmental construction plan. This project has been held a photography competition and makes publicity materials to share with citizens in 2016. These activities will present the results, ideas, and blue-prints of river environment construction plan.
After data collection, integrations, and analysis from this project, relative suggestions and improvement strategies such as to enhance the concept of ecological landscape design, to pay much attention to environmental habitat constructions, to build up ecological inspection approaches, to conduct a suitable planning with a systematic idea in practice, to focus on river morphology monitoring, to make sure the inspection work is executed indeed, and etc. are proposed to relative execution administration.
