由於全球氣候變遷效應影響，臺南高雄地區近年之颱洪極端事件日益嚴重，降雨量及強度也越來越強大。面對此問題，需認知防洪工程有其保護極限，水文降雨條件超過保護標準時，仍會面臨淹水，而經由雨量、流量、水位、潮位等即時監測進行洪水預報作業，於洪水期間透過預警報傳輸設備發布預警報至防災體系之相關單位及告知民眾，以期降低或避免洪水期間可能發生之災害。 本局轄區中央管河川曾文溪、鹽水溪、二仁溪、阿公店溪，目前已完成建置洪水預報系統模式，為利颱風豪雨應變期間提供水情分析研判，進行即時資料蒐集，定量降雨趨勢預報、集水區逕流、水庫演算、河川水理模擬，並透過圖形及表格進行展示，提早預警以達減災及避災功效。 本計畫配合前年度「100年曾文溪水情預警系統檢討規劃建置」、「六河局轄區洪水預報系統建立之先期規劃」、「102年度六河局轄區洪水預警及防汛整合作業」、「103年度六河局轄區洪水預警及防汛整合作業」、「104年度六河局轄區洪水預警及防汛整合作業」、「105年度六河局轄區洪水預警及防汛整合作業」計畫成果，並結合防汛應變系統之整合，提供應變人員方便、快速、自動化資訊可即時應用。

This project has been updated four forecasting systems related hydrological and environmental data. To simulated the large flood event of this year (NESAT & HAITANG), with measured rainfall and water level forecasts predict rainfall were compared, the rainfall measured by the results that predict the resulting water level roughly in line with the trend of change of the actual water level, displaying four sets the forecasting system parameters apply. To meet the needs of this Council, we will expand and maintain an emergency operation system platform, maintain a display system integrating flood forecast results, connect with the weather information of the Central Meteorological Bureau, update related flood control plans, maintain fax and news briefing systems, maintain operating system platform form databases, Access CCTV surveillance stations and access functions, maintain the flood control and water conservation volunteer notification database, maintain the APP system and the waterwheel page, maintain information on disaster prevention between the two cities and municipalities, expand the usage statistics of platforms, and add the rainfall forecast And real-time information map display capabilities, production platform teaching videos, and emergency response platform stress testing and security testing. Coordinate the 6th River Management Office set up the emergency reacting team for 6 events, Total 513 hours / person, and provide 56 reports of water analysis of the briefing for 7 events, Write 6 event report. We also did the flood investigation in NESAT & HAITANG. The project also completed the 10 water gauge designation ; 6 months of flow observation; flood control education and training; Production of flood prevention posters; making 3 flood prevention propaganda posters of flood potential in Tainan; completing the construction of flood control disaster database in the area and assisting aerial photographing; the other to build a small water flooding sensor and notification systems and other matters. The project has completed 9 regular maintenance of the hardware facilities. The maintenance of all equipment is generally under normal operation. In the meantime, seven low-light-level monitors have been replaced and the Watertown flood warning system information has been backed up offsite.
