本所保存歷年水利規劃試驗研究豐富成果，其中包括日據時期及台灣光復初期等水利規劃之書冊圖籍，且本所自民國56年起各項水利規劃、試驗、研究之成果，多為產官學界參考之依據與相關領域專業人士進行研究過程與關心水利規劃內容一般民眾重要參考資料來源。

Water resources planning and experiment technology, with the accumulated experience in the past, are advancing with the times and continue developing and enhancing. In light of this, the Water Resources Planning Institute (hereinafter referred to as the Institute) preserves with digital technology the water resources planning and experimental artifacts that are worth recording and preservation, and stores the wisdom and experience of the predecessors for future generations to understand, add value and apply. This is the ground work required for promoting the development of industrial technology. Between 2011 and 2016, the Institute performed the preparatory work related to the plan for preserving the past achievements by checking the inventory of books in various offices, archiving, classifying, and shelving them, which achieved preliminary results. In consideration of the arrival of the digital era and in compliance with the government’s information opening policy, the Institute, in addition to continuing to stocktaking of the books with a rolling method each year, scanned the entire books and filed them with the established book system and gradually completed the Institute’s digital system of historical materials. Moreover, in conjunction with the activities of the 50th anniversary of the Institute, the exhibition related matters are arranged through this project to demonstrate the aforementioned achievements. The Institute’s archiving of books is divided into two categories according to the purpose of use. The first category is books for borrowing which are transported to the basement of Building B, Wufeng Office, with a total of 20,321 books. The second category is books for distribution which are transported to and shelved in the original irrigation and drainage classroom of the old office area, with a total of 19,679 books. In addition, through a rolling review over the years, important books based on their publication dates and relevance with major projects are first selected for digitization. A total of 757 books with 100,035 pages are digitized this year. The planning and construction of the prototype of the library management inquiry system is carried out through the data interface and exchange process with the working session materials of the Information Office of the Water Resources Agency. After the data exchange process is confirmed, the data fields of the Water Resources Agency and our library system are adjusted to formalize the imported data, plan the imported file path and the rules and logic, integrate data field formats and definitions, integrate the login with AD account numbers, and complete the system design and prototype building to enable the Institute to build an integrated book file platform. The predecessor of the Institute was the River Management and Planning Corps of the Taiwan Provincial Water Resources Bureau, which was established in October 1967. At the very beginning of its establishment, it preserved the river management documents and cultural relics in all stages, the earliest date of which can be traced back to the early twentieth century. They not only contain the value of historical relics, but are precious resources for future researchers or those who are interested in water resources planning to explore Taiwan’s history of water resources planning, the evolution of the times, and technology development. To enable more water resources practitioners and the general public to have the opportunity to access its collection of historical materials, the Institute planned the cultural relics and archive exhibition of "The Love for Rivers - Centennial Archive Exhibition of Taiwan's Water Resources Planning (Dajia River Series)", and displayed its collection of its historical resources planning and experimental artifacts through the online archive exhibition and the activities of the Institute’s 50th Anniversary as well as compiling the special historical book "Mapping Rivers - An Atlas of Modern Taiwanese River Survey, Management and Planning". The exhibition attracted more than 3000 visitors, and there were over 48 groups visiting, including all levels of schools and non-governmental organizations. The Director of the Agency Chian-Hsin Lai and all levels of government agencies also paid their visits, and the satisfaction rate of the public achieved 100%. The book "Mapping Rivers - An Atlas of Modern Taiwanese River Survey, Management and Planning," edited by Dr. Ya-Wen Gu of the Academia Sinica at the invitation of the Institute, contains a rather profound context analysis of the important historical materials of the Institute, and enables water resources practitioners to unbearably explore the familiar but also unfamiliar time conflicts in two different spatiotemporal contexts, and obtain many exciting and admirable stimuli. It is expected that the publication of this book will cause a great deal of interest from water resources planning or related historical researchers, and this book will be one of the most precious and important publications of the Institute in recent years.
