為水資源有效及永續利用，因應全球氣候變遷導致缺水風險提高，避免影響經濟發展及民眾生活品質，將針對用水戶使用超過一定水量者予以課徵耗水費，以促進耗用大量水資源者採取更積極性之節約用水措施，並藉以提升其用水效率及產業競爭力。 耗水費徵收之法源已於105年5月25日總統令公布施行，為因應耗水費開徵對產業用水大戶之衝擊影響，擬藉由推動產業用水大戶節水輔導工作，提供對水回收技術、綠色工廠、清潔生產、資源再生綠色產品與水足跡等項目的專業技術輔導，給予用水大戶專業與務實之協助與建議，推動各項節約用水方案，促成用水大戶實質採取節水改善技術及措施，以提升用水效率，並合理且有效率地利用有限的水資源。

1、Preface The rainfall is abundant in Taiwan, but its disproportionate distribution and limited capacity of water reservoirs make useful water resources could be insufficient. In addition, industry and business developed rapidly, which causes much higher pressure on water supply issues and impacts to Taiwan economic development. To adapt the dramatically climate change, charging water resource tax is seen as one kind of important policy tools for water management and it gradually becomes a world trend. The Water Resources Agency wanted to promote water conservation concept and to implement the justice of water usage, as well as to sustain economic development and environmental protection, the Agency proposed the concept of "water conservation fee" to promote suitable and sustainable water usage and encourage heavy water users to conserve valuable water resources. Water Resources Agency has been devoted to the promotion of water conservation and recycles for years that have also been effectively reduced water usage of certain targets and lighten the pressure of developing new water sources as well. To further extend water-saving performance and reinforce the water-saving measures of commercial, the water conservation has important of the performance can be expected to significantly. This program in order to improve their water usage efficiency through the outstanding performance selection, water-saving technical services and contest observes. 2、Build a water conservation service team (1) Built a service team Set up hotline and email, as well as service window and mechanism to provide water using inspections and advisory services to the industry. (2) Arranged water using inspections service Arranged in-house water using inspections to cases that could not be able to solve by phone. 3、Provide water using inspections and advisory services (1) Provided water using inspection Completed 33 cases of water using inspections. In our estimation, about 17,517,957 cubic meter/year of water could be saved per year in total that could potentially save 20% in the total water usage, and save about 17 million NTD per year. In average, each factory could save 53 thousand cubic meter/year of water. (2) Provided advisory services In total 104 advisory services have been provided to 84 firms, which mainly were from electronic parts and components manufacturing industry. 4、Organize water conservation (1) Organized seminars Organized 3 seminars in observing and learning outstanding water conservation performances from award winning firms, which engaged 251 participants in total. (2) Edited compilation 50 copies of “The Report on Commercial and Industrial Water Conservation Program 2017” will be edited afterward.
