天花湖水庫(以下簡稱本水庫)為經濟部水利署水利規劃試驗所(以下簡稱本所)推動中之重要水資源工程計畫，本水庫採離槽式之永續水庫規劃，大壩座落苗栗縣頭屋鄉沙河溪支流飛鳳溪上，集水區面積約693公頃、計畫淹沒區面積約220公頃；水庫水源主要取自後龍溪中游打鹿坑攔河堰，計畫攔河堰位於打鹿坑水文站下游約228公尺處，計畫取水量每秒22~25立方公尺，其中2~5立方公尺供給穿龍圳，餘20立方公尺則經由引水隧道輸送至水庫地區蓄存運用。 苗栗地區現況用水雖勉強供需平衡，惟未來產業用水需求量增加，未來仍有供水缺口。為滿足本區未來用水成長需求，且因應跨區支援情況下，應積極推動相關水源方案，方可穩定苗栗地區乃至中部區域之水源供給。 如相關計畫可能遭受天然災害、政策變更或未能取得地方民眾推動共識等因素影響而具不確定性。苗栗地區可能列為「再生水資源發展條例」第4條所稱之水源供應短缺之虞地區，並影響苗栗發展。在政府資訊公開之趨勢，地方民眾亦須具備基礎之水資源知識，以利社會形成政策共識，爰辦理本計畫。

1、Preface Tien Hwa Hu Reservoir is an important water resource construction promoted by the Water Resources Planning Institute,WRA, MOEA (hereafter, institute). In 2015 the institute conducted the Environmental Observation and Investigation planning in Houlung River (Ⅱ)- Communication, Advocacy and Investigation of Humanities Ecosystem Conservation project, and hosted 11 seminar sessions to help the public gain a better understanding of the reservoir construction, yet 7 topics need to be addressed. In addition, this reservoir is listed in the infrastructure plan under the water environment construction item, and is in need of strengthening communication with local people, which leads to the purpose of this project. 2、Acknowledge local public opinion and analysis (1) Collection and analysis of basic information related to this project Besides the Houlung River watershed’s nature and cultural heritage, information on the important water resource facilities in Taiwan and reservoirs in Miaoli were collected. The analysis of different standards of water usage regarding Houlung River’s water resource utilization conditions was also conducted. (2) Public participation in research related to the domestic and international water resource planning Through the collection and analysis of domestic and international cases of water resource planning with public participation, during the water resource development planning stage, besides disclosing information to the public, during the public participation process, conduct a thorough analysis of the issues brought up by the public and propose alternative measures. The water resource facility shall be developed following the consensus reached. (3) Local culture and activities, collection of information through the media Information is collected through online search engines. By setting key words and creating daily newsletters in order to get ahold of local news and to compile and notify. Since the start of the project, 8 articles were published on the Tien Hwa Hu Reservoir; about local agriculture activities, humanities and other issues regarding water resources (hyporheic water, simple tap water and reclaimed water, and local water info) (4) Interview with relevant units as well as info collection and reporting This interview was conducted via visiting the mayor of Gong-guan district, township representatives, and chiefs of villages to exchange thoughts and share experience. The opinion leaders of Gongguan district still expressed concerns over competition of water against local people, the safety of headrace tunnel and local feedback. The compensation of household land expropriation and feedback mechanism of Touwu district still need to be executed. The feedback funds of water resource should be implemented to provide victims of proper compensation. 3、Local support and communication activities (1) Addressing water resource issues and local support To assist in local tap water extension matters, allies 5~7 of Fu-xing village, Gongguan township have passed evaluations. The south and north villages’ water pipe extension project has been preliminarily planned. The water pipe extension project is constructed along the main roads, then diverted to individual households, the average unit cost for each household is approximately NT$428,000, and should be able to be submitted to the water resources agency, MOEA for evaluation. Upon inquiring the elementary and senior high schools in Gongguan, Touwu, Stan, Dahu and Taian, most claim to lack the concepts of planning rainwater storage facilities as well as project proposals, hence are less willing to apply. Only Gongguan senior high school is willing to apply for rainwater storage facilities. Relative report formats and examples have been provided, and the school is currently waiting for the school director to finish the report and submit to the Central Region Water Resources Office for subsidy application. (2) Water facility visiting activity planning According to Environmental Observation and Investigation planning in Houlung River (Ⅱ)- Communication, Advocacy and Investigation of Humanities Ecosystem Conservation results, develop various countermeasures and local opinion leaders’ talks. The Gongguan district was responsible in planning the Hushan Reservoir & Tongtou River Weir visiting activities, Hushan reservoir and Tien Hwa Hu reservoir are both off-stream reservoirs. Through observation activities, the local opinion leaders and residents will understand the operation of river weirs. After the visit, some people have changed their impression on river weirs. The Touwu district also arranged a Zengwen Reservoir visiting activity, through the Zengwen Reservoir environmental education courses, the public will have a better understanding of the reservoir and for future environmental education seminar planning. (3) The Small Water Treatment Facilities operation and management visiting activities Beihe villages and Nanhe village in Gongguan are located in the non-tap water areas, which also lack basic water treatment facilities, through planning the Taoyuan city “Sanlin simple water plant” visting activities and exchanging thoughts and sharing experience with the management committee, people will gain a preliminary understanding of the basic water treatment facility’s operation and management. (4) Advocating the local water resource During events held in the Gongguan district including “2017 moon festival party”, “Fu-de village mid autumn festival party”, “2017 Nanhe community mid autumn festival party” and “Gongguan harvest celebration” this project has been advocating to “conserve water resource”, “tap water pipe extension application”. These subjects may attract public attention and may have a chance to interact with public and collect information. About 800 people are involved in water resources advocacy activities The people in Gongguan learn many things through Advocating the local water resource. 4、Brochures and electronic newspaper (1) Writing and editing of brochures and electronic newspaper The content focuses on the Environment in Houlung River, humanity and ecology, and water resources. The outlines includes: the water environment in Houlung, problems and challenges, our solutions and future prospects. The format is A4 with 32 pages, with 1,000 copies in total for local advocating purposes in the future. By founding the “Tien Hwa Hu chatting” fan page, designed in the form of electronic newsletters to publish local culture and agriculture information, local news and local promoting activities, with in total 27 articles. The highest number of readers an article has reached was 551, which was about a Hushan reservoir visiting experience, and the participant expressed approval of this visiting activity.
