水利署業已於98~102年推動「氣候變遷對水環境之衝擊與調適研究計畫」科技發展計畫(第一、二階段),並已完成水資源管理、洪水防護、土砂管理及海岸防護四大主軸的關鍵課題與熱點地區相關研究工作(洪水防護與土砂管理-大甲溪流域預訂103年完成、海岸防護-中部(雲中彰)與花東海岸預訂104年完成),且完成四大主軸衝擊評估之風險及擬訂調適策略草案,現(第三)階段則規劃推動跨主軸與跨領域之總和調適策略,故規劃「氣候變遷對水環境之衝擊與調適研究計畫(第三階段)」科技發展計畫,為協助統籌與推動前揭科技發展計畫,及配合增修調適策略、行動方案,展示與推廣計畫成果,爰此,規劃氣候變遷對水環境之衝擊與調適研究第3階段管理計畫。
英文摘要
In order to estimate the impact and adaptation strategy caused by global climate change in detail, Water Resources Agency has completed the project “The First Stage Management Project of Climate Change Impacts and Adaptation on Water Environment” in 2009, continuing executing the project “The Second Stage Management Project of Climate Change Impacts and Adaptation on Water Environment” during the next four years (2010-2013). To expand the research result, Water Resources Agency again carries out the project “The Third Stage Management Project of Climate Change Impacts and Adaptation on Water Environment” in five years (2014-2018), also called “The Third Stage project”. The Third Stage project will continuously study 4 main axes and apply different main axes, interdisciplinary researches, and attend to handle at least 9 sub-projects every year. Because of plenty of information from diverse domains and themes, this project (called “Management Project”) is about to integrate achievements with all sub-projects. The goals of “Management Project 2017” include “International communication and data collection”, “Science research planning and management”, “Main project results proposal and amendment”, and “Results exhibition and promotion”. The items of assistance work are as followed:
1. International communication and data collection
The major task is to collect the international and domestic research published in recent years (2016-2017). The results revealed “consideration of local conditions”, “perfect law and regulations”, “making good use of new technology”, and “developing the new industries”. Besides, the project invited professor ?edo Maksimovi? to share blue green solution and discuss with Water Resources Bureau Kaohsiung City Government, Water Resources Bureau Tainan City Government, Taipei City Government and Sinotech Engineering ltd. The project assigned engineers to participate in COP23. We hope to control the latest policy direction and technological development after the Paris Agreement. Additionally, we want to realize specific achievements and implementation progress of “Water and Climate Blue Book” in COP22 issue.
2. Science research planning and management
The results revealed the some regions with high risk; moreover, the cross-domain adaptation on water environment would be the following considered steps. On the other hand, combining the global development trend, there are 2 topics that should be emphasized: 1. the adaptations coordinated with local conditions, strengthening the toughness of urban water, especially. 2. Adapting the new technology, for instance, IoT or Big Data could be used as the key techniques of new developments. Research management included completed results and processing plan. The target of planning management was achieving the goal.
3. Main project results proposal and amendment
The purpose is expanding the contents about the observation data of precipitations, the adaptation methods considering the local conditions which WRA promoted are illustrated in the final report, 2016. The drafts of “Water Management’”, “Flood Protection and Sediment Management”, and “Coastal Protection” reports had been finished in last year (2017). We continuously rolled correction in the four axes research results to be reviewed and amended (2017). Also, we compiled the draft of Climate Change Impacts and Adaptation on Water Environment showing to the public. Eventually, we help the public to understand the work of climate change assessment conducted by the Water Resources Agency.
4. Results exhibition and promotion
In order to promote the results, the following 2 conferences were participated, “Disaster prevention technology Seminar (4/13)”, “2016 Commissioned Projects Accomplishment Presentation (6/21-6/22)”. On the other hand, the “knowledge data base of climate change and water resource” had been built in 2010. In order to open information and public participation, new communication platform provided everyone to read and download, 2017. Finally, the exhibition of the coastal protection results had been established in this year. Also, in order to the education promotion, the plates and brochure were offered during the National Water Forum.

本報告為經濟部水利署「氣候變遷對水環境之衝擊與調適研究 第 3 階段管理計畫 4/5」,旨在延續並擴大前兩階段研究成果。計畫期程為五年(2014-2018),本年度為第四年。
計畫主要工作包含:
1. **國際交流與資料蒐集**:蒐集國內外氣候變遷與水環境調適相關資料,並參與國際會議及學者交流,以掌握最新趨勢與技術。
2. **科研計畫管理**:管理年度子計畫執行,提供技術支援,並檢討、彙整與分析子計畫成果,確保計畫目標達成。
3. **成果報告研提與增修**:持續研提水資源、洪水防護、土砂管理及海岸防護等領域的調適策略成果報告。
4. **成果展示與推廣**:維護更新「氣候變遷水環境知識庫與資料平台」,製作文宣品,並透過參與研討會等活動推廣研究成果。
5. **相關技術協助**:配合國家及部會相關會議,提供水利署在氣候變遷調適領域的資料與專業意見。
計畫強調跨主軸、跨領域的整合研究,並規劃未來科研方向,以提升我國水環境的氣候變遷調適能力。
