馬鞍溪下游左岸的萬榮堤防，緊鄰鳳林環保科技園區，鄰近並有萬榮聚落、林田山文化園區等重要遊憩據點，加上附近有台九線經過，交通便利，遊客可及性高。自去(2014)年開始，花蓮縣政府積極投入建設經費，將鳳林環保科技園區轉型為以兒童遊憩與戲水為重點的主題園區，且因成效顯著，未來將成為常態性主題活動舉辦場地。

The River Maan is one of the sub-streams of the River Hwalian. Along the banks, there are a lot of well-known Attractions, such as Matai’an wetland ecological park and Guangfu sugar factory on the south river bank as well as the Hualian Environmental Science and Technology Park (HESTP), the Wanrong community and the Lintian Mountain Forestry Center on the north. Among them, the HESTP is one of the newly developed popular scenic spot thanks to the traffic convenience and the large investment on the construction by the county government, it becomes a children’s amusement park with hot air balloon festival and light aircraft flight show. The major enhanced site of the project is adjacent to the HESTP, therefore we expect through the landscape planning of the embankment to improve the river bank scenery as well as to connect and extend the surrounding entertaining activities to increase the recreation quality. Base on the result of background data analysis, topographic survey, ecological supplementary investigation plus on-site inspection and public opinions gathering, the landscape enhancements shall relate to the neighborhood’s conditions and needs, the Wanrong embankment is the highlight of the project, also the Guangfu embankment and the Diversion Dike will be the local residence’s recreational site for Dama and Minli communities. Through the comprehensive consideration of the natural environmental conditions, the suitability of the embankment’s crown space shall fill the needs of local inhabitants and tourists. The physical environmental and landscape planning consist of the bike way network, the interpretation, the planting, the recreation facilities, and the hydrophilic and lighting plan. The future-integrated landscape planning will not only increase the river front environmental quality, create a new greenery recreation area but connect the nearby scenic spots and East Rift Valley recreation network.
