圖書典藏及影音數位平台

本署建置之中央管河川三維網路地理資訊系統(3D WebGIS)，歷年彙整甚多影像及向量圖資，以圖層分類系統化展示，提供本署河川管理、治理規劃、勘測作業等參考應用，另近年各機關單位或民眾公司來函查詢環境敏感區位之土地筆數甚多，本空間資訊系統提供之影像圖資、地籍、公告圖籍等向量圖資及定位查詢功能，除可快速便捷查詢定位外，亦可作為地籍位置覆核使用。為持續更新擴充本系統圖資及應用功能，以符業務使用需求，爰辦理本計畫。

The authority Water Resources Agency, Ministry of Economic Affairs (WRA) has handle the implementation of “The preliminary work of land restoration srategy and action plan” and the branch project “Development of geographic information system for river administered by central government plan.” In this project, the aerial survey maps of river administered by central government were built and updated during 2005 to 2012. In order to update the map data, the aerial image of Second, Fifth, Sixth and Tenth River Management Office has also been updated since 2013. For the purpose of promoting and enhancing the effect of data usage, WRA has established the geographic information system (GIS) arranged and developed from the initial 2D portal system into the three-dimensional client-server GIS (3D GIS) since 2007. Year by year, the expansion of the system function and services has been done and the 3D GIS platform has achieved better effiviency. The project is on the tenth year of maintenance and application and the results of the implementation are described as follows: I.The digital data and image data of application is collected and processed. 25 items of vector files and 9 items of image files are updated to release. The inventory of 104-year and 105-year land section with sensitive areas of environment, and the inventory of length (perimeter) and area for published and undeclared central authorities river and drainage are completed. II.The aerial color image files are purchased. In accordance with WRA’s designation, 308 pieces (in 1/5,000 map) of clear color orthophoto images for recent years are purchased. In addition, ground resolution of 50 cm WorldView-2 color satellite images, a total of 160 square kilometers, are purchased for the five range. The acquired images of the project are submitted to WRA and integrated into the system. III.The web server is provided and maintained. According to WRA’s designation, the server is purchased and installed on the network server room of the Central Office of WRA on 8 June 2016. In addition, System backup (about 591.3 GB) is also completed in June 23, 2016, October 14. IV.The 2D Simple Query System is updated. Three open-source GIS map-based technologies are evaluated and the stress testing is completed for each system platform. At the second working meeting, OpenLayers source library is confirmed, the new "Quick Query System" is developed and built, and the system platform and the eight functions are completed. At this stage it is a good result that the system provides the operational functions and service performance. V.System platform and application functions are maintained and expanded. Existing system function operation (including the positioning of the various themes) is optimized, and the Service of Department of Land Administration for cadastral inquiry is connected; and for the requirements of WRA, the geographical information of other commissioned projects (such as hydraulic structure, water-gate, pumping stations, etc.) are obtained with the development of positioning function. 11 functions are updated and 6 access services are referenced in the 3D GIS system. VI.Education and training for information system of river administered by central government is held to enhance the user's ability to operate the 2D and 3D systems. The first education and training is completed from June 28th to 30th, with 36 participants. The second training is completed from Nov. 8th to 10th, with 45 participants. VII.According to results of project, the midterm and final reports and related documents are submitted. In the end of project, the report of “The maintenance for central authorities rivers spatial information system in 2016,” compact disc of digital theme maps and color orthophotos, and related documents and tables are submitted. VIII.GIS layers of business provided by units of WRA for the system query are integrated and updated 9 times, and the conferences are attended 3 times in accordance with the business needs of WRA. In addition, the disc of GIS layer data is provided 18 times for units of WRA with business needs.
