水資源投資分析之目的為呈現每一年度臺灣地區水資源事業投資概況，而系統應用加值開發則可由歷史資料數據所形成之指標中，歸納整理出趨勢型態，利用指標與指標間之層次性、相關性與簡明性，向決策者及民眾提供決策訊息，除可適度反映公共政策問題外，亦能做為政策計畫管理與調整之資訊。臺灣水資源開發利用及保育係由不同機關共同推動辦理，為掌握各年度水資源投資概況，本計畫擬收集各機關單位對於水資源投資資訊，以呈現每年臺灣水資源投資情況，並將各類別資料進行系統化整理、歸納與統計。為能持續綜整及更新歷年水資源投資資料及更深入各標的別之指標研析，特委託辦理本計畫，俾利協助本署進行臺灣地區水資源投資分析年報資料蒐整、檢核、編輯與建構系統加值應用功能，以提供本署及有關單位未來相關施政參酌。

Since 1978, the Planning Committee of the Ministry of Economic Affairs (MOEA) has been printing the “Analysis Report of Water Resource Investments in Taiwan” annually. Through the statistics on the budgets and funding sources of the 7 aspects of flood prevention, irrigation, public water supply, hydroelectric power generation, soil and water retention, reclaimed land development and water pollution prevention, complemented by introduction of major policies and development plans, the report is expected to serve as a reference for water resource planning. As the country continues its development, the report was adjusted in 1998 and 2009 to include new statistical items, and currently includes 9 aspects of water resource investment information, such as flood prevention, irrigation, drainage, public water supply, hydroelectric power generation, soil and water retention, water pollution prevention, land conservation, and water industries. In addition, in order to enrich the contents of the report and at the same time, demonstrate the efficacy of government investments, the analysis report of water resource investment began to include evaluation indicators for investment on water resource infrastructure in 2009. A total of 26 indicators were included in the compilation of the annual report, comprising four aspects of public water supply, flood prevention, drainage, and water pollution prevention. Through the presentation of the annual investment overview of water resource industries, and using the indicators formed from historical information and data to summarize a trend type, the report is aimed to provide decision-making information to decision-makers and the public. Besides offering feedback on public policies, it can also provide information for the management and adjustment of policies. In order to assist the publication of the annual “Analysis Report of Water Resource Investments in Taiwan”, this plan has organized education and training programs for information filling operations to ensure that competent authorities and business units conducting water resource investments will be able to upload the investment information of the previous year through the online annual report information management system. At the same time, in conjunction with the institutional reforms of the government, the management system for annual report information was also updated to ensure that the filling operations would not be affected. After inspection and verification of the uploaded information, the compilation could commence and the publication of the 120 volumes of the report could be completed by October 31 2016. On the other hand, regarding the 26 indicators included in the report and the summarized results, through the research and analysis of the water resource investment report and the indicator documents, the compiling of the “Analysis Report of Water Resource Investments in Taiwan” should be focused on the 2 aspects of introducing the investment benefits of the current trends and consolidating the maintenance budget. The indicator portion of the report should serve as the basis for the decision making of government policies and comparison of results with international standards. In accordance with the aforementioned analysis, the report this year (2016) will focus on research and analysis of water resource investment benefits based on the three themes of “Investment to Maintain Shihmen Reservoir Capacity”, “Investment on Hydroelectric Power”, and “Water Industry Investment”. At the same time, regarding the utilization of renewable water resources and the development of solar photovoltaic in water regions which is the focus of recent government policies, new application indicators will be proposed to serve as basic information for subsequent policy research.
