依據自來水法第57條規定：「自來水事業所聘僱之總工程師、工程師，均以登記合格之工程技師為限。其他施工、管理、化驗、操作等人員，應具有專科之技術，並經考驗合格。」，本署為自來水法主管機關，為落實上開法規之相關規定，自民國94年度起，每年均舉辦自來水事業技術人員考驗，分為施工、管理、化驗、操作等四類，並分為甲、乙、丙三級，故至104年度，通過考驗取得合格證書總計約為14,207人次。 本計畫乃為委託辦理全國性自來水技術人員考驗相關事宜，改善自來水事業人力素質，提升自來水事業整體營運績效，通過計畫之執行將落實自來水法及相關子法之規定，建立專業證照制度，強化節約用水理念及經營管理效率，以確保自來水供水品質，維護國人用水衛生與安全。

The objectives of this project are to improve the manpower constitution and to promote the entire operational efficiency of water supply enterprise. The entire project covers the topics in enhancing source water quality protection, operation/maintenance of water intakes, transporting facilities and water treatment processes, engineering construction, water quality analysis, water distribution system and user service management. This is the first year of a two-year project scheduled from April 2 to December 15, 2016. The main tasks consisted of the following work: (1) undertaking the yearly examination affairs for entire Water Supply Enterprise; (2) maintaining the network system and performing the website registration; (3) preparing the classification and characterization of previous written test items; (4) assisting the organization of examination committee meetings. The Ministry of Economic Affairs promulgated the 2016 Brief Statement of National Examination for Technician Certificate of Water Supply Enterprise on May 30, 2016. In this year there were one written test and one certificates review offered, and three examination committee meetings organized. The registration period for the written test was from June 6 to June 21 and the written test held at the campus of Feng Chia University, Taichung on July 16, 2016. The registration period for the certificates review was from July 4 to October 12, 2016. Both the passing lists of the written test and the first-period certificates review were announced on September 23 while that of the second-period certificates review on November 17, 2016, respectively. There were 123 examinees passed the written test based on total of 252 enrollments (only 229 of qualified enrollments to attend the written test). Based on total of 880 registered for certificates review, there were 871 examinees certified.　　In addition, the previous written test items have been searched and analyzed for the evaluation of easiness and difficulty.
