本署為辦理自來水管承裝商及自來水管技工等管理業務陸續建置「自來水管承裝商管理系統」(含自來水管承裝技工管理子系統與銀行代收繳款單列印子系統)、「自來水管承裝商技工語音服務系統」，除提供國內21縣市政府承辦自來水管承裝商業務外，亦包含本署承辦承裝商技工證書核(補、換)發等作業；另為管理自來水事業技術人員，亦建置「自來水事業技術人員管理系統」，以辦理自來水事業技術人員管理與證書核(補、換)發等作業。 為使各管理系統正常運作及使用者介面維護，並能隨時針對各縣市政府或本署承辦人員之需求調整修正，爰辦理本計畫，就上述各系統之維護改善、系統擴充及操作維護。

Since 2005, to manage water pipe construction companies and technicians certification in water supply industry, Water Resources Agency, Ministry of Economic Affairs has established the " Management System of Water Pipe Construction Companies", inculding sub system to manage installation artisans in water supply industry and printing of payment voucher collected through banks, and “Voice Service System for Water Pipe Construction Companies” successively. “ Management System of installation artisans in water supply industry ” facilitates 22 county/city governements on the affairs to process the business with water supply construction. “Management System of Installation Artisans” facilitates Water Resources Agency to process the issue or reissue of the artisans certificates. In 2010, “Water Supply Technicians Management System” was added to manage technicians and their certificate issue and reissue in water supply industry. This Project continues the building and maintenance of the systems mentioned above, and ensures them in well-function.Troubleshoouing and on-line support are also offered to help relative affairs working smoothly. The systems under maintenance are : 1. Management System of Water Pipe Construction Companies (including management of artisans certificates for water pipe installation) 2. Management System of Water Supply Technicians 3. Voice Service System for Water Pipe Construction Companies 4. Printing System of the payment voucher of certificate application fee collected through banks This project complements the following functional enhancements and improvements in compliance with regulatory amendments and suggestions for how to make the management systems more complete : 1. The Business Permit shall include the information of the extension application period as a reminder to avoid the dispute of the "expiration date". 2. Add the cell of “Uniform Number” on the application form in paper sheet as well in Management System of Water Pipe Construction Companies to facilitate the relevant administration supervision. 3. Enhance the security on Employment Information Service program to avoid personal data leak. 4. Improve the function of data synchronization for document numbers. When a document number is changed on an entry form, the other data with the same number will be changed automatically by system. 5. RWD design for “Management System of Water Pipe Construction Companies” and “Management System of Water Supply Technicians" 6. Proposal of the on-line application workflow of artisan/technician certification 7. Complete the function of warning unqualified technicians from year 2020. 8. Complete the function of sharing the current status in each affair unit among city/county governments on “Management System of Water Pipe Construction Companies”, which will cut the paper documentation workload and transaction among various governments.
