依據經濟部水利署水利規劃試驗所(以下簡稱本所)104、105年執行「埔里盆地地下水資源調查開發評估」目前規劃成果，烏溪流域上游埔里盆地具有地下水開發潛勢，惟地下水資源對當地特色產業（如埔里酒廠、紙業、茭白筍等）發展深具影響性，尚無相關研究，故研提本計畫以探討烏溪中上游地區水資源開發規劃與當地產業、社會、人文及生態之關聯性，作為未來烏溪水資源經營策略之參考。
英文摘要
The main objective of this project is to carry out a suitability analysis for water resource development from the societal and cultural perspectives for the Wu River over the range from its midstream to upstream. The study also is aimed to provide supplemental information for the project entitled “Assessment of Groundwater Survey and Development in Puli Basin”, especially in the aspect of societal and cultural impact. To be in line with the assessment project of groundwater development in Puli basin, the suability analysis is focused on evaluation of the six proposed groundwater withdrawn locations.
