1. Preface
The goal of this project is to determine the survey methods and procedure for the investigation of current status in regional drainage to satisfy the future demands of environmental management and enhancement for regional drainages. The project will also apply its findings to a regional drainage administered by the central government (temporarily Ke-Ya Creek in Hsin-Chu) as a test to modify the procedure. A manual will be compiled as a reference to future environmental management and enhancement of regional drainages.
2. Project background and related studies
The project reviewed various relevant studies and regulations for environmental survey in Taiwan and other countries and suggest the following:
(1) The government should promote water environment survey conducted by nearby residents
Experiences of large river management in other countries may not apply to Taiwan. On the other hand, Japanese and Australian governments have actively invited the citizens to join the survey of small waterways, with the benefits of obtaining more comprehensive data and cultivating care for nearby waterways. Taiwan can adopt this approach.
(2) The scope of the investigation of current status in regional drainage
Regional drainage survey may involve a large number of environemntal factors. To facilitate implementation the investigation should focus on drainage management duties predetermined by law.

3. Necessity and features of the investigation of current status in regional drainage
(1) Necessity of the investigation
It is necessary for the government to continuously document basic environmental information for regional drainages to consult their current status and predict future changes.
(2) Features of the investigation
The site survey for regional drainages should differ from those for rivers and creeks in at least three ways:
a.The survey should manifest the natural processes and degree of pollution of the drainage.
b.The survey should guide the future development of the drainage.
c.The result should be used to enhance drainage environment.
(3) Scope of the survey
The survey should include two kinds of data:
a.Existing data collected from relevant agencies including those for drainage-related areas.
b.New data collected at site, including professional survey, topic survey and regular survey.
4. Scope and purpose of the manual for the investigation of current status in regional drainage
(1) Scope of application
The manual is developed for regional drainages administered by central government. Regional drainages administered by prefectures may be smaller in scale but may encounter similar management issues and the manual can be referred as well.
(2) Suggestions for future implementation
a.Use project management to ensure quality of data
b.Construct an open information system to transform data to knowledge
c. Work with private sectors for consensus building
d. Assist citizens to participated in general surveys
5. Preliminary development of the manual for the investigation of current status in regional drainage
The manual contains 9 chapters and each chapter has several sections. A section is composed of “text” that states the section briefly and “description” that further explains the text.
