There were often extreme rainfall situation in Laonong River basin over recent years. Besides, the River levee structure were lashed and devastated by Morakot typhoon in 2009. Despite the reconstruction were complete afterwards, it is still possible hidden risks for partial dike. It is important to figure out the defect in advanced in order to prevent and reduce the scale of disasters. In order to understand the current status of the structure of the Loaning River levee, the levee surface inspection should be carried out visually, and supplemented by professional ground penetrating radar technology or drilling analysis. The program is going to conduct the inspection works of water conservancy construction in the Loanong River, and submit the inspection system planning report for the Loanong River water conservancy construction, to serve as a reference for the future maintenance and management of the Loanong River levee.
The main content of this program is visual inspection of levee, divided into regular inspection and irregular inspection, the total length of 39 levees are 52,873 meters. The non-destructive testing is divided into ground-penetrating radar line with a total length of 55,000 meters. In-place Rebound Hammer Method will be adopted to examine 30 places for the levee structural strength survey. The geological drilling will be conducted for 12 wells and proceed the relevant tests and analysis. To summarize the comprehensive test results for the levee security assessment, and propose the improvement measures in accordance with the assessment results.
After the damaged points of five visual inspection records were repaired and improved by the Seventh River Board, there are still seven damaged points. The level of damaged point is planned improvement and has been discharged into next year of the program to repair. The working line length of the ground penetrating radar was 56,745.5 meters, in which 1,131.5 meters was measured slight hole signals, 26.5 meters was measured moderate hole signals, and 16 meters was measured serious hole signals. Their ratios to the total length are 1.99%, 0.05% and 0.03% respectively. Geological drilling results show that except silty sand and silty sand mixed with small amount of gravel are mainly in the strata for the most downstream of the levee, the geological material within the drilling depth range are mainly gravel and sometimes mixed with silty sand except a few has backfilling layers drilled ground surface among eleven places. The most downstream location of the levee is evaluated by the relative thickness method, which may result in the occurrence of water jet and sand blasting on the surface of the site during designed earthquake. The results of Rebound Hammer Method are between 175.6 and 477.8 kgf/cm2, indicating that the estimation of concrete strength is 175.6 kgf/cm2 at least.
The levee assessment results show that the levees are generally in good condition, with the levee scores ranging from 5 to 62. There are including 5 sets needed to notice for improvement, 20 sets needed planned for improvement and 92 sets are normal. Currently the program should focus on key point inspections, to observe whether the trend of increasing damage to change, in order to master the status of the program area levee during the flood season. The restoration method of damage point within the program area is to be reconstructed by the original design section to restore the original design function of the levee, and the restoration cost is estimated to be NTD 7,630,000.
