行政院95年核定「水庫集水區保育綱要」，綱要依據「新世紀水資源政策綱領」及「國土復育策略方案暨行動計畫」的精神，以順應自然、尊重自然為出發點，積極推動水庫集水區保育，維護水庫功能，以管理重於治理之原則，結合水、土、林各方功能作整體有效之經營，突破傳統上在水庫集水區管理、治理層面的思維，擬訂相關策略，以作為水庫集水區保育的執行依據。施行後分別由主管機關等依業務權責及專長分工治理，有關水庫集水區之土地使用管制亦由各主管機關依現行相關法令及權責辦理，經濟部（水利署）陸續彙整各水庫具體之保育實施計畫，報院後實施。近年隨氣候變遷之影響，以及政府組織改造之調整，水庫集水區保育應檢討管理機制，建立全新思維，以因應現今環境條件與社會需要。

There are two major missions of this project. One is to review the execution performance of existing reservoir watershed conservation strategies. The other is to establish a new version of reservoir watershed conservation program and the associated execution plans. Through massive documents reviews and experts consultants, the past 10 years performances of the current Reservoir Watershed Conservation Program (2006) were evaluated and summarized. Most missions in the Program (2006) were accomplished, but some were missing or difficult to finish because of budget or administrative problems. The six Reservoir Execution Plans, including Agongdian Reservoir, Mudan Reservoir, Renyitan Reservoir, Chengqing Lake Reservoir, Mingde Reservoir, and Baihe Reservoir, were evaluated as well. The execution results were summarized to qualitative and quantitative tables and figures. The designed performance illustrative methods are helpful for the following annual review tasks. In the past 10 years, the National Climate Change Adaptation Program was established in 2012, the New Agenda Water Policy Program was implemented in 2013, the 5 plus 2 innovative water industry policy was promoted in the new government, and the latest National Land Use Act was announced in 2016. Due to the change of natural environment and governmental policies and laws, the ways to manage reservoir watershed should be modified. The new Reservoir Watershed Conservation Program (draft) and new Reservoir Watershed Conservation Execution Plan (example) was conducted in the project. The content of the two new versions combined the existing implement experiences and at least 3 times expert panel discussions. In the draft Program, the responsible agency and implementing period were suggested, but they should be confirmed by the Water Resource Agency and be proven by the Executive Yuan. The draft Execution Plan was established according to the structure of Directive of Editing and Deliberation of Medium and Long Term Project by Executive Yuan in 2015. The total 8 chapters should be included in the new version of Execution Plan and the key points of each chapter were addressed in this project.
