水利署為配合內政部102年10月公告之全國區域計畫，第五章第二節國土保育環境敏感地區土地使用指導原則：位於水庫集水區（供家用或公共給水）內非屬水資源保育直接相關之環境敏感地區範圍，申請辦理非都市土地設施型使用分區變更或使用地變更編定之開發案件，開發者先行承諾「開發過程應實施生態檢核作業」方予核准開發，後續由本署會商開發主管機關、地方政府水利主管機關查核是否落實（上述簡稱為本政策）。 為落實本政策，水利署已初擬運作機制，並預劃「水庫集水區（供家用及公共給水）開發案件生態檢核查核作業要點（草案）」 （詳附件），內容包括開發者實施生態檢核事項、政府相關部門審查要項及查核作業流程等程序，由於涉及非都市土地開發案件、生態檢核管理資訊系統、跨部會、中央與地方分工權責，以及政策推動時之配套措施，如人員教育訓練、政策宣導、效益評估指標、可能遭遇風險分析等，具複雜性與挑戰性，為臻完善，爰辦理本計畫。

According to the Regional Plan Act, this project aimed to promote one of the policy, which claims that development cases, locating in reservoir catchment areas, have to do ecological check before applying permission. First, this project amended the draft of “Ecological Check Directions of Development Cases Locating in Reservoir Catchment Areas” by reviewing related laws, collecting opinions, and assessing risk. In addition, this project also defines the development cases needing to do ecological check, unifies the terms, requests the format of application’s appendix. Second, this project set up the management platform of ecological check. The management platform let applicants easier to fill in the information of engineering and upload ecological data. It also let Region Water Resource Office easier to manage development cases and let people easier to look up the information of development cases. Furthermore, this project held three training camps for using the management platform. Third, this project also held three forums to propaganda the new policy and collect the opinions of involved parties. Fourth, this project developed four evaluations of ecological effectiveness. Finaly, this project assessed risk of promoting the policy and planed eight countermeasures for risks. According to the result of this project, we suggest that Water Resource Agency should promote the certification of ecological workers, hold more forums for propaganda the policy, hold more training camps for using management platform, formulate the exam rules of development cases, and strengthern the function of management platform.
