Facing the challenges brought by upcoming economic age and rapid change of the environment, the Water Resources Agency has endeavored to strengthen the professional capacities of staff by planning and implementing internal training and development. The training and development processes involve not only the self-initiated water-related professional courses, but also courses related to facilitating and assisting the administration and business functions of the Agency, including presentation skills, experience sharing and learning, international corporations, management and communication, and etc. It is hoped that all the staff of the Agency may handle and negotiate effectively on their respective works and capacity of the entire organization can be enhanced.
The results and achievements of the 2016 project are as follows.
1.Plan and implement training course for staff at basic management level
Two classes for staff at basic management level were conducted as required by the contract in this year. Each class was consisted of 2 day-long training courses. Class participants were aimed mainly for section or division chiefs in the business-oriented offices or divisions of the Agency. The first class was held at Howard Lake Resort, Shihmen Dam, on the 14th-15th of April, (Northern region class) with 30 participants; the second class was held at the Telecommunication Training Institute, Kaoshiung, of ChungHwa Telecom on the 17th-18th of October, (Southern region class) with 27 participants.
2.Plan and implement English training camp for international affairs
In order to train the staff for international affairs, an English training camp was held at Zeng Wen Reservoir Youth Activity Center of China Youth Corp on the 25th-27th of May, with 29 participants.
3.Implement one-on-one enhanced training on English oral presentation, a total of 15 hours
Seven training sessions were conducted on 3/25, 5/10(two sessions), 5/11, 5/20, 6/20 and 8/31, separately with seven participants and a total of 15.5 hours of training time.
4.Plan and implement training course for effective presentation for communication
Two classes were conducted. The first central region class, was held at Telecommunication Training Institute, Taichung, of ChungHwa Telecom on 6/17; the second northern region class, was held at the Hydrotech Research Institute, National Taiwan University, on 10/6, with 21 participants.
5.Plan, develop and implement courses for sharing and learning of water-related experiences
Two classes were conducted at central and northern offices separately. Mr. Hwuang Jin Shan, Advisor, was invited to the Taichung Head Office of the Agency to speak on the topics of “Climate Change, Water and Energy, The Past, Presence and Future” and “A Look on the Reviving and Future of China from the View of the Rise and Fall of World Strong Powers” and to analyze the related issues on September 2, with 78 participants; and Mr. Hwuang Chun Chiu was invited to the Taipei Head Office to examine the topic in the title of “Open Power: The Power of Open” on October 28, with 49 participants.
6.Collect information on important international water-related training courses
The following important international water-related training courses have been collected, namely, UNESCO-IHE Institute of Water Education; US Corp of Engineers (HEC is an unit under the Corp of Engineers), USACE, Davis, California; US; McGill University and related contents of International Water Center, IWC, Canada. Short courses by ICIWaRM, which is jointed with HEC; International Center for Water Hazard and Risk Management, Japan, ICHARM, has not released information on short courses in next year; however, there are master and doctoral programs; Asian Development Bank has water resources-related program but no short courses.
7.Translate documents for international communication
Twenty documents assigned by the Agency were translated, a total of 32,374 words.
8.Analyze class performance of basic level professional training course for water-related employees of the Agency
The class “2016 Basic class on River and Sea works” was conducted in the period of 3/21 to 4/29, with 27 participants and 22 questionnaires were retrieved which corresponded to 80% return rate. The other class “2016 Basic class on water resources works” was conducted in the period of 10/3 to 11/4, with 27 participants and 24 questionnaires were collected which corresponded to 89% return rate. The after-class surveys were analyzed for class performance and class satisfaction rates were above 80%.
9.Assist in training at least one lecturer to use up-to-date teaching technique who is responsible to provide professional training to water-related employees of the Agency
This work was conducted at the Hydrotech Research Institute, NTU, on August 9. One participant was completed with 100% satisfaction based on the after-class survey.
10.Support on administrative functions and works
The Agency and the project team members held two work meetings in the beginning stage of the project. Close communications have been continued between the project designated engineer and the Planning Division and five times of administrative assistance were performed in the term of the project.
To summarize, the project has planned and implemented a total of 15 classes in training course for staffs at basic management level, training course for effective presentation for communication, the course for sharing and learning of water-related experiences, English training camp for international affairs, training course for professional training lecturer of water-related employees of the Agency. The summary of the classes is listed in Table 12-1.1, a total of 267 person-time had been selected and trained.
Through course examination and questionnaire analysis, the following information have been collected and analyzed: opinions and satisfaction of the class participants to the class and teachers, including course contents and materials, teaching methods, training time length, attitude of teachers, presentation and communication of teachers, teachers’ abilities in handling and responding questions; evaluation and suggestion on the facilities and class assistants, including training class facilities and environment, equipment, service provided by class assistants, satisfaction on learning outcome, benefits to responsible work. Degrees of satisfaction on the above aspects are almost all above 90%. It is believed that the classes have provided helped and useful training to all the participants.
Personnel talent training is linked tightly to the demand on human resources which is important in short-, middle- and long-term organizational policy. It is suggested that the goal for personnel training shall be examined every year and the related courses can be continued, work levels and job area of participants should be more diverse and expanded. Training records of employees should be established so that the training subject can be designed to fit the interests and specialties of individuals. The training subject may be coped with the development direction and mid- and long-term human resources demand planned by the Agency. Therefore, the staff can develop and diversify their talents and abilities in the long term properly. The course may also be arranged systematically with long-term monitoring and evaluation on class performance. As a result, staff equipped with the profession skill and ability for policy implementation can be achieved to match the vision planned by the Water Resources Agency.
