台灣地區降雨量因時空分布不均、優良壩址越來越少且開發不易，當前水資源開發政策之管理工作相對更形重要，目前除加強節約用水外，各開發案用水計畫書之審查與後續之追蹤，亦是掌握未來用水需求之重要措施。為掌握已核定各開發案用水計畫書之實際執行現況，提供用水計畫書審查業務之參考依據。同時配合經濟部頒「用水計畫書審查作業要點」規定，受理機關為了解已核定用水計畫書之用水現況，得針對原核定計畫用水量或節約用水相關承諾相關事項進行查核，督導追蹤開發單位之用水及節水現況，以適時反應開發單位實際現況用水、節約用水措施及回收率之執行情形，有效掌握區域水源開發與調控，促進國家整體水資源之有效利用。

This project includes three parts: “Review of Water Usage Information of Development Projects having Water-Use Prospectuses Approved by 2015”, “Provide preliminary advice for new applications industrial water-use prospectuses” and “Maintenance and Enhancement of Water Usage Prospectuses Information System (WUPIS).” The results obtained so far in this year are listed below: 1. According to statistics, there are 565 cases of Water Usage Information of Development Projects have been approved during 2015. However, in order to grasp the trend of water usage of major water user for water plan investigations, it decide to mainly focus water usage review(214 cases). 2. 214 cases were reviewed in this year, among which 92 cases were industrial and 122 were domestic. The WUPIS were opened for registration during April 6th to April 22th. So far 209 cases have water usage information registered, including 4 cases applied for cancelation of development, and 1 undeclared case. 3. Three WUPIS educational training courses were held separately in Taipei, Taichung, and Kaohsiung. 56 representatives of project developers were participated in the courses. 4. Among the registered cases, 9 cases of WUR had exceeded actual approved, 13 cases with Water Usage Prospectuses approved for more than 3 years had not started to use water, and 31 cases had actual WUR less than 70% of approved WUR for 2015. It shows that due to the delay of vendors stationed, merchants or review are still going, or develop behind schedule and other factors, as the problem of water usage overhead is related to inaccurate manufacturer estimates. We will Strengthens the guidance and instructions to improve reporting situations in the future. 5. The Review Conference had been held in different areas on Aug 10th, 11th, 19th and 25th, 2016; Site review also been done on Sep 29th, Oct 3th and 11th, 2016. There are 6 cases been cancelled, the total WUR of these 6 cases are 7,377CMD additionally, 13 cases had been reduced the WUR, and the total reduced WUR of these 13 cases are 62,101CMD in the achievement and review of Water Usage Information of Development Projects in 2016. To sum up, the total of reduced WUR is 69,478 CMD this year. 6. The WUPIS had remote maintenance performed monthly to keep its functionalities. The maintenance has been performed through multi-aspects inspection and evaluation, so that the WUPIS can operate properly on a daily basis. 7. In order to meet the requirement of user, the water information system had been revised and added new functions, and also adjusted the function of auto-reporting
