This project focused on the integrated issues of hydrological analysis and provided feasible assessments. Water Resource Agency is ambitious of establishing an unified hydrological analysis frameworks. In the next stage, it is expectable the robust regulation could be completed based on these principals which are concluded within the results. An unified frameworks are important and necessary for water resources management to set as a base that could be convinced by every stakeholder.
At present time, although the hydrological analysis of various hydraulic projects in planning and design are roughly the same, there are no unified specifications legislated by authority. Furthermore, characters of every drainage system exist fundamental differences. For example, it is widely known that different schemes, models or parameters will lead a not alike result. Without a full-considered and consistent operating procedure, we cannot guarantee the quality of every program fulfill to the corresponding demand.
After developing inside the core issues, it is revealed that the major reasons for resulting to differences during analysis process can be divided into following situations: First of all, due to physical conditions in reality. Secondary, the influences caused by selection to various approaches or procedures. The last reason sourced form distinct criteria of protection standards and subjective conditions adopted by each accountability unit.
On the whole, this report organized recommendations for further unified preparation and contributions could be recognized into five parts: "Consistency of Water Analysis Methodologies" concluded that the framework should tend to recommend specific tools and encourage stakeholders to follow at the joined regions. For "Integrated Flood Control Planning", it will benefit from developing sub-systems within the complete river basin. In "Demonstration and Analysis of Watershed Applications" part, this report had experimented two test sites to assess the feasibility. "Review of Flood Discharge Standards" mainly recommended ‘Alternating Block Method’ as design hyetograph tool to counter current predicaments and “Reference Manual Compilation" provided essential information for the future handbooks.

本研究旨在整合台灣排洪系統中不同水文分析方法,以解決因方法不一致導致的銜接問題。研究探討了國際(如美國陸軍工兵團、美國地質調查所)及國內相關文獻與規範,分析了實際物理條件、水文分析方法、分析流程及保護標準差異等整合課題。
研究提出了整合水文分析的架構流程,包括基本資料分析、降雨逕流程序分析、設計條件分析及水文水理分析運用。並透過典寶溪及宜蘭河的案例分析,比較了不同雨型、延時、計算方法對洪峰流量的影響。
最後,研究提出精進建議,強調水文分析方法的一致性、整體排洪規劃管理、示範流域應用、排洪標準檢討及參考手冊編撰,以期建立標準化的水文分析程序,提升排水規劃設計的品質與效益。
