曾文水庫自民國62年啟用迄今,已營運逾40年,多年來肩負南台灣灌溉、防洪、發電、給水等多項功能,然98年歷經莫拉克風災所帶來的劇變,立法院99年通過「曾文南化烏山頭水庫治理及穩定南部地區供水特別條例」,歷經6年,民國105年是該條例施行的最後一年。水利署南區水資源局(以下簡稱本局)執行「曾文南化烏山頭水庫治理及穩定南部地區供水計畫」(以下簡稱「曾南烏穩定供水計畫」)工作已大致完成,未來期許水庫能朝向全面性且多元化之營運管理面向,以永續經營這座身繫南台灣各項生命泉源之水庫。
南部地區水資源豐枯變化大,在水庫防洪及水資源調度上極為困難。雖然公部門在水利部份因應時代變遷、氣候變遷、工程治理思維轉變而推行許多政策,惟在校園水利專業實務現況資訊之不足,校園學生對於水利領域所學仍以傳統理論及技術思維為主,對於現行水利實務及政府作為不甚瞭解,以致對水利相關新興議題之冷感。若學生在校園內學習理論過程兼顧實務議題之探討,有利銜接未來工作之需求,並可引起學生對水的議題的參與及關心,進而於未來回饋所學至實務。另民眾對於專業議題之接受程度,常因公部門的解說能力不足或未運用適當有效的溝通方式,以致民眾對於政策造成誤解,需透過知識轉譯及實務公部門進行面對面交流,方能達成。爰此,期藉由執行「水環境教育深耕計畫-以曾文溪流域為例」(以下簡稱本計畫),進一步將水環境教育課程帶入校園,引起校園內學生的共鳴,長期可透過學習評量指標追蹤成效。再者,促發公民自主性守護曾文溪流域,透過編撰轉譯後課程教材供教學及公民參與溝通使用,並可為曾文溪流域長期之水環境守護、經營管理,透過深耕教育、對話、協力共同形塑適當策略等,樹立階段性里程碑。
英文摘要
High variability in precipitation in southern Taiwan makes flood control and water resource management difficult. Such water resource problems have spurred the government to focus more efforts on promoting and implementing water conservation and management projects in the public sector. But water engineers have traditionally not been trained in how to work with the public. Hydraulic engineering departments still focus on teaching students traditional water management theory while not including field exercises in their courses. Such programs do not prepare students to deal with practical water management problems, and lead to government personnel having poor understanding of how to deal with emerging water resource issues. Traditionally, there has been little communication between the public and water management professionals. Hydraulic engineers are not trained in how to translate complicated engineering terms and plans into reports the public can read and understand. Content is either too professional, or too simple for the public to take away any meaningful information, which can lead to the public misunderstanding policy.
Over the past few years, the Southern Region Water Resource Office has conducted a Citizen Participation project in the Zengwen Reservoir to address such issues. The Citizen Participation project has two facets. One focuses on holding workshop discussions that bring in various stakeholders such as local residents, students, NGOs etc. to talk about and give suggestions about Zengwen Reservoir water resources. The other facet focuses on education. Environmental education about water resources and conservation can deepen the public’s understanding of the water resources of Zengwen Reservoir and Zengwen River basin, as well as help establish a platform for dialogue between water resource managers and the public. The Southern Region Water Resource Office strives to promote water resource education through professional courses that combine classroom work with practical field experiences. As a part of this goal to promote water environment education, the Southern Region Water Resource Office initiated a project entitled “Cultivating Water Environment Education: Case Study in Zengwen River Basin” in 2016.
This project is divided into three main parts:
*Promotion of water environment education
*Promotion of citizen participation in protecting Zengwen River basin
*Creation of a plan for the continuation of water environment education
The first aspect of the project, promoting water environment education, involved creating curriculum, holding general and professional courses as well as hosting a Seminar. A professional short course entitled “Short Course on Reservoir Sediment Management”was held. Experiences from this short course were compiled as teaching material for the following semester’s course, entitled “Water Resources Project Symposium”. A separate general course entitled “Zengwen River Basin Comprehensive Studies” was also set up to better integrate water resource education into a school curriculum format. As part of the education aspect of the project, a Water Resource Seminar was held. Four keynote speakers were invited, as well as twelve panelists. Participants included members of NGOs, consultants and other stakeholders. Through presentations and discussions, the seminar reached its action goals and allowed for better communication, linkages, information sharing, awareness, participation and empowerment among participants. The seminar also enhanced understanding of the need behind water resource policies and helped foster support for policy implementation. Assessments of these courses and the seminar will be used as the basis for adjusting and creating future courses. Follow-up assessments will also be conducted to see what affects the water environment education project had on the community or individual level. Such assessments will help programmers create more effective courses so that the ultimate goal of cultivating a culture of water conservation can be reached.
The second aspect of the project, promoting citizen participation in the protection of the Zengwen River basin, conducted a participatory workshop to engage the community. In order to better understand this region and organize the workshop materials, planners conducted an assessment of the fluvial geomorphology of the Zengwen River basin and its relationship with social, economic, ecological and environmental issues in the region. The participatory workshop includes 32 hours of materials including two different types of participatory discussion tools (both a board game and a card game), which can be further applied in other workshops and short courses. Feedback from participants encouraged the use of these teaching materials for high school, NGOs, and local resident workshops or classes. The workshops conducted so far have resulted in successful discussion and suggestions for the sustainable management of the Zengwen River basin and have succeeded in empowering local citizen action.
The third aspect of the project, creating a plan to continue water environment education, includes two main action goals. The first is the establishment of an Environmental Education Center in National Cheng Kung University using the materials and experience accumulated during the education projects with the Zengwen River basin projects. The second is the transfer of responsibility of conducting seminars, courses, workshops and various other professional projects to the environmental education center.
This project has planted the seed for expanding knowledge of water resources in the Zengwen River basin. The participant evaluations will be used for long-term evaluation of the effect of the environmental education program. In addition, this project allowed for professional, engineering language to be translated into a format that the public can understand. In the future, water policy will be able to be promoted and understood better by the public as there will be better communication and the public will be more aware of water resource issues. The rich experiences and conclusions of this project can be further used as a reference and base for further promotion of environmental issues.
