本署依水利法規定負有水資源營運與一般性海堤區域禦潮等任務，故需辦理相關公共工程建設作為。本計畫係依「台灣水文長期觀測發展計畫(104年~109年)」辦理，擬執行期程為2年度，分為104年及105年度。105年度為第2年度，辦理內容包含維護及更新改善本署近海水文觀測系統平台之功能使其正常運作，維護管理本署既有之近海水文觀測資料庫，以及近海水文觀測資料應用與加值資訊產出等，期以正確掌握並提供本署辦理與執行海水淡化等水資源開發，與一般性海堤安全防護等公共工程建設所需之最佳品質即時近海水文資料與訊息。

The “Water Resource Agency (WRA), MOEA” is responsible for the flooding prevention and coastal protection in Taiwan. The safety of seawall plays an important role in ensuring the prevention of coastal flooding. To evaluate the potential risks of seawall and coastal flooding, the WRA has carried out the coastal meteo-oceanographic observation since 1998. To confirm the potential impact of coastal flooding, it is necessary to strengthen the functions of coastal ocean monitoring. The objectives of this project are to: (1) maintain the coastal meteo-oceanographic monitoring network and ensure the quality of real-time data; (2) strengthen the promotion and application of coastal monitoring data. Currently, there are 22 stations within this network including 7 data buoys, 1 radar station, 12 tide stations, and 2 electronic bulletin boards. All the works within this project are completed on schedule.

這份報告是經濟部水利署「104-105年度近海水文觀測站網維護管理與運作」計畫的第二年執行成果。計畫旨在維持近海水文站網的正常運作，收集高品質資料以支援防災決策與海岸防護工程，並強化資料應用。 報告詳細說明了105年度的執行情況，包括： * **站網維護：** 完成了22個測站（7座資料浮標站、1座岸基雷達站、12座潮位站、2座資訊展示站）的異常維護作業，觀測成功率達97.8%。 * **資料品管：** 進行了監控品管作業，資料品管通過率為97.6%，觀測達成率為95.5%。 * **資料庫維護：** 確保了水利署近海水文資料庫的正常運作，並完成了資料比對工作。 * **功能更新：** 完成了澎湖、金門、臺東及彌陀資料浮標站的布放與回廠，改善了岸基雷達系統的訊號穩定性，更新了海岸水情系統，並測試了3G數據機傳輸。 * **應用與加值：** 協助水利署完成104年近海水文年報，並在颱風期間提供24小時海況監控與專業技術支援，成功記錄到創歷史極值的觀測資料。 總體而言，計畫目標均按時完成，有效提升了近海水文觀測的品質與應用效益。
