因應行動裝置瀏覽的需求，並配合地理倉儲中心介接跨裝置URL API，進行本署全球資訊網站改版作業設計為可隨裝置自動調整的版面（Responsive Web Design），以適應行動裝置之螢幕尺寸。 　　另，為辦理重要河川環境營造計畫相關資訊之發布並處理相關計畫業務之需，透過本署全球資訊服務網站、流域綜合治理計畫專屬網站、石門水庫及其集水區整治計畫專屬網站、永續公共工程專屬網站、曾文南化烏山頭水庫治理及穩定南部地區供水計畫宣導網站之功能維護及管理機制提升，期使網站能持續符合無障礙環境及國家發展委員會相關規定。

In order to establish a user-friendly interface compatible with mainstream browsers, the Water Resources Agency has redesigned the Water Resources Agency Website and integrated Responsive Web Design in the website. The design will allow the website to be accessed from different types of browsing devices (from desktop computers to mobile devices), as well as reduce the amount of zooming, panning, and scrolling. The website platform shall offer easy operation, management and the latest technology, as well as a redesigned layout and structured information content to satisfy the mobile device users and enhance the accessibility of the website. In addition, by integrating infographics and flat designs, the website offers visitors innovative visual effects, and presents information and data in a more visually oriented manner to highlight the message and operation information of public concern to ensure users are more receptive to the information. Through the redesigning of the website, integration with current website architecture, and restructuring of the contents, the website structure and services can be more attuned to the public perspectives to satisfy the usage demands of the public. Furthermore, to ensure the rapid adjustment of catalogue structure and order for providing administrators with a convenient management mode, the .Net platform has been integrated into the website this year to provide moving, copying, and drag and drop functions for order adjustment. To maximize the efficient area utilization of large image tiles on the main page, the celebratory images are not only pictures of the festivities, but can also be replaced with a diversity of advocacy messages, such as preventive measures for droughts and floods, depending on the needs of the Agency. At the back-end of the platform, the advocacy messages interface can be arranged by order of publication dates and importance depending on the settings of the users. In order to provide quality and reliable information services, integrate water resources information, facilitate inter-department information circulation, and implement information disclosure regulations of the government, as well as complement the sustained maintenance and expansion of the website functions in conjunction with the Water Resources Agency plans, the project has completed the addition of 10 website functions: the Chinese version of the new website main page includes contents such as flood warnings, river level warnings, reservoir flood release warnings and reservoir water quality information; addition of query functions to filter between latest news issued by the Water Resources Agency or external website links; text-to-speech services for the “About WRA” and “Our Rivers and Reservoirs” units in the Kids Section; addition of dynamic modules (counties, rivers, and water supply) for the map of Taiwan; automatic ODF file conversions; addition of latest news, implementation status, efficacy of water management, and visitor recommendation/sharing for public participation functions to websites dedicated to the comprehensive management of catchment areas; with the adjustment operations of the geographical information storage center, cross-device URL APIs can be connected; monitors showing water conditions and the provisional message displays in the ground floor lobby are adjusted to be available to internal access only; through the official document system, the website provides a XML file format for feedback contents; in conjunction with the information disclosure policies of the government, the websites provides database review list for 16 datasets. These additional functions will enrich the information contents and streamline the system to reduce the required human resources and complex handling procedures efficiently. To promote the mobile and real-time nature of information, the project has established a mobile version for websites dedicated to the comprehensive management of catchment areas. When visitors access the website, the system will automatically redirect to the mobile version, allowing the visitors to switch between the two modes. Through the introduction of governance policies and execution methods on the website, as well as the disclosure of the progress of governance projects and relevant meeting information, the Agency aims to ensure the transparency and openness of the project contents to advocate the government policies and implementation benefits effectively. Regarding the back-end management, an automatic response to the responsible department has been added to the back-end adjustment and maintenance reports to strengthen operation procedures and establish a convenient system management. After members of the public have completed a satisfaction survey, a new function will allow the system to send notification mail to the feedback box administrator. To provide convenience to the administrator, the interface showing the number of online visitors has been shifted to the secure back-end network. By integrating the current demands for website resources and system, appropriate types may be selected while reports and information may be adjusted to increase the management efficacy of the service system. To facilitate the upgrade and enrichment of the WRA website and affiliated agency websites, back-end management mechanisms, such as function evaluation, have been adjusted in conjunction with the website evaluation to assist in providing the statistical information relevant to evaluation. Through the website evaluation, the operation administrators will be encouraged to update and enrich the website contents in a timely manner to ensure the continued improvement of website enrichment. In addition, to conduct the dissemination of information pertaining to major river environment projects and to meet the demands for the project operations, through the function maintenance and management system upgrades of the WRA website, websites dedicated to the comprehensive management of catchment areas, Shimen Reservoir and its Catchments Management website, Sustainable Public Works website, and Tsengwen, Nanhwa ,and Wushantou Reservoirs and Stabilizing Water Supply for Southern Areas Project website, the website will continue to conform to the regulations of the barrier free environment and National Development Council.
