水庫安全評估技術規範自民國97年公佈試行後，迄今已執行約5年時間，原規範擬定時，即預定辦理檢討工作，俾使未來規範執行時可更符合實際需求。

There are 95 posted reservoirs in Taiwan. It is important to maintain the existing reservoirs because of the difficulty of developing new reservoir. Reservoirs safety evaluation is one of the key practices to maintain the existing reservoirs. Reservoirs safety evaluation is following the regulation of "Approach for Hydraulic Structures Inspection and Safety Evaluation (2003)" and "Technical Guidelines for Hydraulic Structures Inspection and Safety Evaluation─Reservoir Construction and Water-Conveying Construction (2008)", and it has been practiced many years and accumulated much experience in Taiwan. Recently, several dam break accidents worldwide and Unite States of America, Canada, and mainland China have initiated reviewing the reservoirs safety evaluation regulation in order to lower the risk of dam break since the "standard-based" dam safety maintenance is not sufficient. In order to improve the reservoir safety evaluation regulation to be more complete and practical for future operation, this project reviewed the recent regulation and adapted the experience of reservoir operation in Taiwan and other countries.

本報告檢討了台灣現行水庫安全評估技術規範及相關法規，旨在提升管理成效並降低潰壩風險。研究發現，現行法規在適用範圍、分級管理、安全評估對象等方面有待釐清與修正。 主要建議包括： * **法規修正：** 明確水利建造物定義，擴大安全評估適用對象至小型蓄水構造，並建議將蓄水建造物分級制度調整為四等級，考量潰壩災害潛勢與建造物規模。 * **技術規範更新：** 修正設計洪水、設計地震校核標準，增修結構安全評析、排洪能力、壩體出水高度、監測系統、潰壩洪水演算與災損評析、潰壩緊急應變計畫等技術內容。 * **管理機制強化：** 建議定期安全評估間隔維持五年，並研議督促機制。同時，探討安全評估工作分階段或分級執行的可行性，建議初期適用於第三級建造物。 此外，報告也提出將風險評估納入法規的原則性要求，並建議成立第三方組織協助技術審核與研究，以全面提升台灣水庫安全管理水平。
