本計畫招募志工成立巡守隊,乃是為達成石門水庫保護區內水質與水量之保育目標。由主管機關協助整合在地熱心民眾擔任巡守隊志工,除可對民眾推廣環境教育之外,巡守志工隊伍在日常生活中的各項觀察與紀錄,再配合主管機關之稽查人力建構綿密的稽查網絡,對於發生在水質水量保護區內不法與污染行為,會產生良好的遏止效果。過去幾年內已成立了4組志工巡守隊:百吉隊、中壢隊、雪霧鬧隊與玉峰隊。
玉峰隊開始進行生態維護保育的工作,期望改善生態環境後可為部落帶來更好的發展;雪霧鬧隊今年完成生態步道的建置工作,目前協助培育在地生態導覽員,預期未來發展生態觀光;今年也成立一隊樂山隊做為志工示範隊,期望可在志工巡守成效上有更精進作為。目前,在保護區內共計成立了百吉隊、中壢隊、雪霧鬧隊、玉峰隊與樂山隊進行巡守工作。今年度亦有辦理志工成立相關流程如教育訓練、成效檢討、戶外參訪活動、表揚大會等活動,並撰寫相關辦法與機制其中供其他保護區成立志工巡守隊之參考。
保育治理工程後續追蹤顯示,絕大部分工程現況良好,但2處護岸工程有結構損壞或疑似基礎掏空現象,需多加注意。
綜整颱風期間水文資料並配合衛星影像,研判濁度來源主次要地區、原因及其濁度傳遞時間。本年度梅姬颱風降雨中心及泥砂來源皆為稜角站,與濁度最高測站區位相符。秀巒站至石門大壩濁度延時平均約21小時。另藉由目前已有的觀測資料建立HSPF預測模式,該HSPF模式已可用於預測流量與輸砂量峰值,但仍須藉重未來的觀測成果進行細部的調校。
英文摘要
The purpose to recruit volunteers for this project is to achieve the goals of water quality and quantity protection in Shih-men reservoir conservation area. Enthusiastic volunteer coordinating by North Water Resources Agency could not only promote the aim of public environmental education but also prevent illegal and pollution activities in water quality and quantity conservation area. Four volunteer teams which formed during the past years are Bai-Ji, Chong-Li, Xue-Wu-Nao and Yu-Feng.
This year, Yu-Feng team are expecting the protection and conservation works of ecological environment will bring more development chances to their tribe. Xue-Wu-Nao team has completed the construction of eco hiking trail and assists to train local eco-tourist guides for developing eco-tourism industry in the future. A new demonstration volunteer team called Le Shan has been built to provide more experienced effects for volunteer patrols. So, there are five teams including Bai-Ji, Chong-Li, Xue-Wu-Nao, Yu-Feng and Le Shan in Shih-men reservoir conservation area. We also held several procedures for building a volunteer team, such as education training classes, performance review, outdoor visiting activities, award ceremony and provided all relative rules and mechanisms as references for other conservation area to build volunteer patrols.
Most of engineering structures are still fine after typhoons this year. Only two revetments are damaged which need to be repaired and checked.
In addition, we use hydrological data and satellite images collected this year to judge the sources, reasons and delivery time of turbidity from upstream to downstream. The rainfall center and soil source during Typhoon Megi are both at Leng-Jiao monitoring station this year and the highest turbidity value is the same, too. Both data are corresponded. Furthermore, delivery time of turbidity from upstream to downstream is 21 hours. With these observed data above, a HSPF model is developed to predict future strom situation. The HSPF model can fit the peaks of water flow and sediment-transport well now but better need to be retrained with new observed records in future.
