烏溪流域位於臺灣中部，流域內相關之河川環境管理事項及單位甚多，且近年河川管理觀念已轉變為要求提升河川之環境品質、資源利用及環境生態之永續發展，而此觀念亦已融入水利署中長程計畫「河川環境營造計畫(98年~103年)」之執行策略，將加強河川環境管理列為重要措施。另依據民國99年12月24日修訂之河川管理辦法第二十七條：「管理機關得依河川治理計畫，並參酌所轄河川水土資源、生態環境、自然景觀、河川沿岸土地發展及其相關情事，訂定河川環境管理計畫報經其主管機關核定之」，因此河川環境管理計畫將成為河川管理主要長程計畫之一。

A.Basic data collection and supplement This project of Wu River basin basic data collection and analysis has completed. It includes river basin and river summary, Investigation of Current Status, the river flow and water quality, use of river and water logging disaster etc. B.River environment management and analysis The environmental management of Wu River can summarize as follow and the sub-item issues: 1.Environment protection problem: evaluate the quality of the present environment condition and suggest solutions to improve. 2.Water use problem: analysis the river flow of the purification dilution, the percentage of use of water resource, river water quality of achievement rate and suggest the solution to improve. 3.Land use problem: analysis the use of land in the river planned area and suggestion for the poor condition area to improve. 4.River dredging problem: compile the pervious analyzing program of evaluation, the situation of the dredging in recent years, evaluate the suitability of dredging in reaches and plan the volume of dredging for review of information. 5.Wu River farmed fishing problem: collect Wu River farmed fishing basic information and based on the early stage related project results to mention the outcome of the review to build fish farm area. 6.River raising dust problem: Wu River is easy to produce raising dust in between every October to April. This project has aggregated improvement measure and effectiveness to investigate the topic. 7.River area plant problem: The planting area in Wu River has been discovered that it had exceeded what they had been approved commonly. It is easy to cause unstable water flowing. As a result, river status and planting assessment should be arranged in order to set up model case about planting area status. C.River environment vision and management strategy According to recent comprehensive water management concept, the city flood control is the river environment conservation strategy. Through creating comfortable riverside and introducing seacoast play area and functional facilities can make people get close to Wu River and create a new idea of waterfront city life as the goal. The project related to policy elaboration to promote the work of the river environmental management. D.River environment improvement plan The type of river environment is interactive between the people and nature environment, such as river conservation, nature use and artificial management of top three rivers in Taiwan. Then, it can match the river development plan (River environment management plan), with the same river environment after preparation of the overall management principles and further to plan the sub area that can be used. After finished the sub area that can be used in the reaches, this project will act as a reference to the following river environmental management strategy. E.Environment Improvement Plan When the environment improvement plan is in progress, it is significant to consider environmental management objectives, the suitability of environmental conditions, cost-effectiveness, and degree of support from people and enforceability of authorities that can increase the effectiveness of the relevant strategies. Environmental improvement program should contain the aquatic environment, environment of landside, ecological river corridor and river scheme governance. Recommend by dividing management zones and using the Code of Conduct to match the total mass control and growing management spirit, in order to exhibit management effectiveness. F.Discussion on division of labor in related office The project defines river reservation zone and related zone and handles local briefing sessions. As river environment management directly affected the interests of local residents, public is the main interest party of the management behavior, and not the public sectors. Public participation contributes two-way communication, but also establish the key implementation of future of river environmental management plans. This project had conducted two stages of the public briefing sessions and one symposium. G. Implementation and draft of related measures This project is regarding to Wu River basin environment to implement measures and related measures. Current delegation of authorization in government is under the framework of land jurisdiction and river environmental management related to river area and connected areas. It has each relevant authority body, therefore the organizations need to mutually cooperating, co-ordination and combination of government and the public power to reach comprehensive effect.
