本(新店溪青潭水質水量)保護區位於大臺北都會區東南隅,面積廣達717平方公里,行政區域涵蓋坪林、烏來全區及部份石碇區、雙溪區與新店區等5處,約佔新北市1/3,並供應大台北地區近500萬人之自來水水源,其水源水質水量之安全與潔淨將直接影響大臺北地區500萬人的用水品質,自保護區劃設以來,過去30餘年間因應良善水源保育政策,水質水量管理尚稱良好,提供了質優量豐的水源,並確保了大臺北地區用水無虞。
經濟部水利署於101年頒訂「水源保育與回饋費獎勵有機栽培植樹保林農地停耕執行注意事項」後,於本保護區轄內迄尚無公所提報相關獎勵計畫。本局為結合農業、水源保育及節能減碳之理念,積極配合該署水源保育政策,獎勵本保護區內農地停耕、植樹保林、有機栽培等事項,並評估導入碳交易之可行性,以達涵養水源、淨化水質目的,相關實務操作經驗並可供作為各單位爾後全面推動時之參考,故擬訂於103年度起辦理本項試辦計畫。
本計畫擬自本(103)年度起,於本保護區內五行政區各擇定5公頃以內土地,約以1年4個月為期,參照水利署規定獎助標準-私有土地每年每公頃6萬元、公有土地每年每公頃4萬5千元為上限,核發補助金額將視實際執行時間長度依比例增加或折減。如各該行政區實際獎助土地面積未達5公頃時,得由本局視情況,將部份獎助金額移撥至其他行政區辦理,或該未達部份不予執行。

The Source Water Protection Area at Chingtan Weir in Hsin-Dian River was designated by Water Supply Act and Urban Planning Law. According to these regulations for the watersheds, Taipei Water Management Office, Water Resources Agency enhances public education and control management for water resource protection. Taipei Water Management Office also investigates and punishs violated behaviors, such as over-cultivating, over-interring, deforestation, illegally excavating soils, illegally constructing roads, land overusing, and staking junks.
For water conservation purpose, Water Resources Agency issued “Rebates from Water Resources Conservation and Compensation Fee for Tree Planting, Organic Cultivation, and Stop Farming” in 2012. Taipei Water Management Office issued “Rewards for Tree Planting, Organic Cultivation, and Stop Farming in The Source Water Protection Area at Chingtan Weir in Hsin-Dian River” in 2014.
The several international cases for water conservation in watersheds are discussed, and the results show that these cases are adopted appropriate supplementary measures and help for biodiversity, soil conservation, water conservation, water quality and reducing water treatment costs. We visited Nanhua District Office in Tainan City, the first district to implement the rule in Taiwan, and visited Taiwan Power Company fired power plant in Kaohsiung. It can be understood that how to encourage social enterprises to join water conservation works. Where water is scarce, it is particularly important that all the individuals and organisations relying on this precious resource work together to preserve it.
For investigating local opinions, we visited and discussed to interview local leaders and collected 404 questionnaires. Most of the landowners are willing to join the project. 26% of those respondents are willing to join organic cultivation, and those who are willing to join tree planting and stop farming are 22%, and 16%, respectively.
Go through this year, the processes included the announcement precedures, land surveys, and 3 times examining meetings. 21 applicants with 81 lands in the application procedure. 20 applicants with 66 lands are qualified in the eligibility procedures. After the inspection procedures, 15 applicants with 46 lands are qualified. The total allocated areas are 16.7525 hectares, and total total rewards are NT$ 757,831. Most of the applicants are Pinglin and Wulai Distincts in New Taipei City.
Several strategies are provided for the Source Water Protection Area at Chingtan Weir in Hsin-Dian River, such as Pay for Ecosystem Services, carbon trading and environment trust. Under Carbon trading, a country having more emissions of carbon is able to purchase the right to emit more and the country having less emission trades the right to emit carbon to other countries. More carbon emitting countries, by this way try to keep the limit of carbon emission specified to them. A carbon offset is a reduction in emissions of carbon dioxide or greenhouse gases made in order to compensate for or to offset an emission made elsewhere. Because trees remove carbon dioxide from the air as they grow, tree planting can be used as a geoengineering technique to remove CO2 from the atmosphere. Desert greening projects are also motivated by improved biodiversity and reclamation of natural water systems, but also improved economy and social walfare due to increased number of jobs in farming and forestry.
