近年來受氣候變遷影響,台灣面臨旱澇的頻率將愈趨頻繁,水源涵養之必要性及迫切性與日俱增。過去特定區內之雙溪區擁有大片水梯田之農耕文化地景,惟因社經環境變遷,絕大多數的水梯田多已荒廢休耕。如此除影響區內生態、景觀及微氣候外,對於水源涵養亦有一定程度的影響;復以特定區劃設迄今已達30年,因其受「都市計畫法」及「自來水法」之雙重規範下,約有95%以上的面積劃設為保護區(水庫、生態、保安),區域內開發行為受到嚴格的限制。故本計畫擬在水源涵養之最高指導原則下,研議推動休耕地活化,重現水梯田地景,恢復水梯田保水、蓄水與淨化水質之功能,並於特定區內輔導居民從事水源涵養(種水)或友善環境之耕作措施,達到「水源涵養」及促進「地方產業發展」之雙贏目的。
為評析臺北水源特定區內推動水源涵養策略應用之可行性及其效益,本計畫擬先透過北勢溪流域內雙溪地區二處試驗區之建置,與當地居民協力合作,進行種水或種植未施化肥及未施農藥之無毒作物或未使用抗生素、化學藥劑之無毒養殖等試驗計畫,了解休耕地活化前後水量及水質變化情形,及其衍生之綜合效益,並作為後續水源保育政策推動之參考。
英文摘要
Due to climate change in recent years, Taiwan is facing more frequent drought and flood. Conservation of water resources has increasing necessity and urgency. In the past, Shuang Creek in the Taiwan Water Specific District has plenty of ladder paddy fields as its major agricultural cultivation landscape. However, due to changes in social economic environment, most of the ladder paddy fields have been obsolete or in an idle status. In addition to the influence on ecology, landscape and microclimatology, water conservation over the area has also been affected to a degree. The delineation of the Taipei Water Specific District has been regularized for 30 years by Metropolitan Planning Law and Domestic Water Law, and therefore about 95% of the area is delineated as protection area (reservoir, ecology, security). Any development activity in the district is strictly restricted. Under the highest guideline of water conservation, this project is to plot activation of fallow ladder paddy fields, to reproduce the landscape of ladder paddy fields, to restore water conservation, water accommodation and water purification. On the other hand, the project is to coach and give advices to the residents so that they can engage cultivation measures of water conservation (water cultivation) and friendly environment to achieve the win-win purpose of “water conservation” and “regional industry promotion”.
To evaluate and analyze the feasibility and benefits of the promotion for water conservation strategy over Taipei Water Specific District, this project has established two experiment sites in Shuang Creek over the Beishi Creek catchment area with help from local residents. Experiments for water cultivation, cropping without any chemical fertilizers, nonpoisonous plants without application of pesticides, antibiotics, chemical medicine and nonpoisonous aquaculture have been conducted. It is to understand the changes of water quantity and quality as well as synthetic benefits before and after activation of fallow ladder paddy fields. These results are to provide references for promoting policies of water conservation in the future.
