本計畫除辦理專戶運用小組委員督導訪查會議外，規劃並分析歷年5區公所經費運用情況，辦理5區公所使用水源保育與回饋費之考評，期能督促5區公所更積極辦理本保護區水源保育與回饋業務。新店溪青潭水質水量保護區水源保育與回饋之推動計畫，透過發放垃圾袋，及辦理水源保育永續經營理念之座談會等方式，持續向五區及大臺北地區之民眾推動水源保護之重要性，推廣水資源永續經營之理念，有效擴大倡導正確的水源保育觀念，健全一般社會大眾積極參與水源保育，培植保育概念，提升新店溪青潭水質水量保護區水質水量之潔淨與充沛，達到永續水源保育與利用之目標。今年持續研究調查環保標章清潔劑及天然清潔劑使用之效能分析，以期能有效減少該地區排放水中的磷與環境荷爾蒙等物質含量，對水庫整體水質提升甚具正面助益，進而保障大臺北地區約500萬人飲用水品質與安全。

Water is resource for all life, the nurture of the environment. It is closely interrelated to the economic development o the country. Cingtan Water Quality and Quantity Protection Area of the Xindian River is the main tributary of Tamsui River’s and the source of Xindian River. It supplies daily water for 500 million people in Greater Taipei. Although the river belongs to the administrative region of the New Taipei City, the importance for the river is rarely known to anyone. Water Resources Agency, Ministry of Economic Affairs, Taipei water management office is the specific management unit which safeguards the right and interests of citizens in water source protection area, localize development and ecological balance. The active management is highly effective. The water management and conservation issue has caused wide public concern in recent years. ‘The sustainability in use of water resources that achieve the goal of coexistence with water’ is the priority work of Water Resources Agency, Ministry of Economic Affairs, Taipei water management office which promotes the major task in protection of people rights and interests, living space and industrial development. Implementation of the policy must keep up with the times, facing both the international perspective and local culture to achieve the target. The popularity of Internet technology and the rise of media in recent years, water conservation and use of compensation fee have been concerned by the people because of the media. The implementation of water source conservation and the rationality of the compensation fee in Xindian River Cingtan water quality and quantity protection area in order to take the actual practice and construction to improve citizen’s quality of life and to promote green economy and develop the local green industry. It also promotes the water conservation concept and the concept of water source sustainable development and summoned citizens to participate in the action of actively. Hoping to enhance the cleanliness and richness of the water in Xindian River Cingtan water quality and quantity protection area, achieve the goals of sustainable conservation and utilization of water resources. This project uses “Treasure the resource - water” as the main spirit. Planning in four major work projects and five value added responses, set up a positive, sustainable and innovative concept and target for the year plan.
