為提昇下水道運作效能，本局多年來藉由評鑑制度，來提昇代操作人員素質、強化水質水量查核等營運管理，使之呈現良好之運作管理績效並降低處理成本，邁向永續經營目標。但近年來相關法令規章、環保要求時有更迭與提升，而系統設備亦有更新汰換需求，爰此需要法律行政、環境工程、污水處理及機電設施等之專業，以因應污水處理廠之操作、維護、汰換及管理之調整。 故為提升轄管污水下水道系統效能，提升本局行政管理效率及品質，亟需具備相關經驗與優良專業能力之總顧問支援，提供涵蓋法律、行政、勞安、環工、工程與管理等專業服務，並藉以參酌相關計畫之執行經驗，從簡化計畫管理、明確權責劃分及節省經費預算等方面進行研析，以建立本局污水下水道系統運作管理之最佳方式。

Taipei Water Management Bureau in October, 1985 and December, 1989 respectively completed the planning for the sewer system in Xiwu area and the upstream sewer system of Feitsui Reservoir; the said planning was approved for the implementation by the Executive Yuan in December, 1987 and May, 1991. The former was formally operated in April, 1996 while the latter was completed for operation in July, 1999. After the two system were completed, the private professional vendors were entrusted for the operation and maintenance work. It has been more than a decade since the said two systems were built and various facilities and operation and management systems were replaced gradually for the software and hardware systems. In addition, due to the advancement of professional technology of environmental engineering, the procurement of professional equipment, replacement of sewer treatment system, or the improvement of professional capacities are insufficient. In order to maintain the sustainable development of sewer system as well as to improve the system efficiency, the “Entrusted Services Project for the Sewer System Operation and Management and Technology Consultation of Taipei Water Management Office” has been conducted to successfully achieve the sustainable development objectives of the sewer systems administered by the Office.
