本計畫針對汛期及平時所使用之移動式抽水機遠端監控應用,包含GPS定位、GPRS通訊、影像傳輸及通話、抽水量監測及遠端控制之整合與運用,在救災任務中可透過網路、APP或簡訊方式,隨時管理與追蹤移動式抽水機的位置、運作狀況,並可控制移動式抽水機開關及抽水量,讓救災應變中心之指揮與調度上更為靈活,能有效提高第一時間之救災時效。另結合緊急淨水技術進行推廣,俾廣泛應用於國內外缺水偏遠地區,或救災時之緊急淨水設備。

During the typhoon season always bring flooding rainfall in Taiwan, the maximum instantaneous infiltration rate can reach 200-300 mm hr-1. Unfortunately, the capacity of the rain water sewer system in Taiwan can't handle the huge volume of water. As a result, it causes various disasters such as landslides and flooding, leading to economic loss especially in the agricultural sector and human well-being inconvenience even life-threatening that may affect the development of the national construction.
The mobile pump plays an important role in the flooding disaster. In this study, we used the remote monitoring to control the mobile pump start/stop operation, and through the environmental monitoring system to deliver information in order to facilitate understanding of an emergency situation for the Central Disaster Emergency Operation Center. In the meantime, they can master the operation factor of the mobile pump. Besides, we combined the green energy system to provide the electricity for the remote monitoring system. The environmental monitoring data and information were automatically transferred from the monitoring system to the cloud server, which helps the Central Disaster Emergency Operation Center to dispatch flexibly that effectively shorten the timeliness of disaster relief.
The project has been completed the prototype design and manufacture containing PLC, man-machine interfaces, GSM, GPS, hardware which including the remote monitoring module and the remote video system. The second version of smaller prototype has been completed, reducing the volume and weight in order to facilitate the application of mobile pumps. In addition, we have collected and organized the preliminary applictions of large mobile pumps. Finally, we developed the cost estimation.
About the Qwater technology promotion, we have participated in two design competitions, including both 2016 World Design Contest and gold dot design award Special Award. In addition, we have completed two Qwater exhibition and applied the patent of "green box". On the other hand, we assisted WRA in completing three emergency water treatment missions. Finally, the Qwater training has carried out three sessions for Tzu Chi, the Red Cross, Kangchun with Concord and other NGO groups, so that the participants can understand the assembly, function, operation and maintenance of the equipment.
