本署及所屬河川局辦理疏濬作業為河川砂石管理之主要作為之一,然而疏濬作業內容複雜,包含承包業者、砂石車及砂石疏濬量之管理,目前大部分之疏濬區係以重量法管制採取量,過磅資訊則儲存於現場資料庫,難以即時掌握河川疏濬作業之相關資訊。有鑑於此,本署擬發展「疏濬作業數位化管理系統」,提出符合河川局轄管河川區域內疏濬工區疏濬作業之運作模式,並透過數位科技對人車進行有效管理,及利用網際網路於管理系統中即時取得現場最新之數據,期以最少又最有效的人力運用,同時進行多區段疏濬作業管理工作。本署亦可透過此一平台即時取得各河川局疏濬作業執行現況,並以數位儀表版之展示方式,讓各項資訊一目了然,進一步達到資訊流通及提高業務執行效率之目的。
英文摘要
The Water Resources Agency (WRA) had developed the Digital Dredging Management System (DDMS) in 2012 to efficiently manage the dredging operations and works. Through the system, the WRA can receive the latest information about the dredging status, and monitor the work conditions of local offices. In 2013, the system has extend its service to include regional water resource offices and local government. The system has enhanced the efficiency and effectiveness of dredging projects. In 2014, the module of bill of landing management had been developed and the system had been developed toward the goal of mobile office.
The project this year focused on the function of on-line generation of dredging plan report. The system had tabs for users to fill in necessary information about the dredging plan report. The check-and-go function was also included in the on-line reporting function. Users can save the incomplete report and continue to revise later. The report can be converted into Word of PDF, and the system also checked the completion of report for users before printing. Other related functions were report appendix and tables preparation. Users can review the content online. The newly included reporting function was an example of digital office and can help uses on preparing dredging reports.
The project continued to improve the system function based on the users feedbacks of the past. The enhancement of system included the time analysis of delivery, vehicle plate recognition, and CRM analysis with other agencies. Statistics of the dredging cases, check and evaluation status, and abnormal notice of each dredging sites were also provided in the project. The trend analysis of bill of landing, the residual volume and available days of delivery were also generated by the system to provide the manager useful number about the dredging site. The system also provided functions like push notification and dredging status for users.
System maintenance and online customer service was important works in this projects. The system continues to be improved and enhanced when the service requests from customers are approved. Education and working meetings had been conducted to understand the needs from local offices, dredging companies, and WRA. Total of 379 online service and tutoring, and 10 on-site counseling work had been provided in this project. System education was hold on April 8 to 9 and Oct. 22, with total of 5 classes. The feedbacks will be the important reference for future improvement about the dredging management system.
