1.為因應近年金門用水面臨湖庫水質不佳、地下水超抽、用水需求量增加等問題，評估除辦理既有海水淡化廠及湖庫更新改善外，尚需有穩定水源增供，始能解決前開問題，可行方案包括金門自大陸引水與興建海水淡化廠增加供水。 2.上述新建海淡廠調查規劃已由經濟部水利署水利規劃試驗所(以下簡稱本所)辦理中，金門自大陸引水政策亦已納入「金門地區整體供水改善綱要計畫」，惟尚需對相關工程技術、經濟效益及法規政策等層面進行檢討，並研擬後續推動程序，以作為未來政策執行之參考。

The scarcity of water resources has affected the Kinmen region for a long time. Domestic drinking water on Kinmen has been sourced mainly from harvested rainwater stored in reservoirs and through the pumping of groundwater. However, serious groundwater over-pumping may result in land subsidence of the outlying island. To meet the present and future water demands of Kinmen means treating the reservoir water supply and upgrading existing facilities, but also requires other resources. The available options include investing in water desalinating plants and importing water from Fujian, China. In this project the technical engineering, economic efficiency, and political criteria have all been evaluated based on the Regulations Governing the Relations between the People of the Taiwan Area and the People of the Mainland China Area for the policy implementation. Two possible locations are Longhu Lake in Jinjiang and Tingxi Reservoir in Xiamen. Either could be chosen to use for water import and transfer. Therefore, three objectives of our project management are following: 1) Finish a report「Evaluation of strategies for water imported and transfer from coastal cities in Fujian province to Kinmen」. The report includes the analysis of water resources demand and available supply in Kinmen, water-access plans, strategies for importing of water from outside of Kinmen, water importing authorities, the engineering and technical aspects of the project, the social impact assessment, the push and promotion strategies, and policy impact. 2) Finish a project 「Importing water plan for transfer water from coastal cities in Fujian province to Kinmen」for reporting to the Executive Yuan, Taiwan. The project includes evaluation of the results of the previous project. 3) Assistance for promoting the「Importing water plan for transfer water from coastal cities in Fujian province to Kinmen」project, provide the agenda of negotiations between both sides, assist the process of negotiations, and project reporting.
