新店溪秀朗橋以上河段自民國87年完成「新店溪中上游治理規劃」後，已超過10年未進行該河段之治理規劃檢討，近年來水文事件因全球氣候變遷而有大幅度的變異，因此有需要進一步重新檢討其治理基本計畫，以維持河道正常排洪機能，減少兩岸洪災損失，促進土地之利用，並做為爾後河川治理規劃之依據，故成立本計畫。

Xin-Dian river plan review has been for more than 15 years without review, after the river and the surrounding terrain during environmental changes, waterways management plans related lines, land lines and river control project scope must comply with the current situation to be adjusted. In addition to ensure the function of flood control and drainage, but to comply with the concept of integrated water management and river basin overall planning new sports concept, planning and design should be combined with the river basin, middle and lower overall governance and taking into account safety, ecology and landscape, to reach flood, diuresis, hydrophilic, running water, protect the supreme goal of the water.To solve the flooding , this project has propose many program to response the local needs, especially during the Soudelor typhoon invade Taiwan. Every river reach has its own problem, a program should be according to the environment, the land use and the people lived at local, to propose short and long term program improving flooding problem, make people live with a good environment.To implement this project, the relevant units must comply with the measures taken to implement it, including urban planning, dike drainage, drainage inflow and outflow of structures, watershed and soil conservation projects, and bridge reconstruction, and other related cooperation.
