曾文南化及烏山頭水庫目前正辦理治理計畫,為避免或減輕工程施工對生態及環境之負面影響,因此推動水庫集水區治理工程辦理生態檢覈及評估,邀請生態專家及在地民眾參與工程規劃設計施工及維護管理,針對生態環境保護提供意見,創造住民,工程,環境及生態共贏局面.本計畫將檢討目前生態檢核制度,資料調查運用及生態檢核評估方法,協助水庫管理機關將生態保育工作作得更好

In response to the need for a more integrated watershed management, as well as the increasing awareness of conservation, the Ecological Check for Reservoir Watersheds Project (ECRWP) has been widely implemented in Shihmen, Zengwen, Nanhua and Wushantou reservoirs. Based on implementing experience and effectiveness evaluation, the working manual of ECRWP (draft) was formulated by WRA. This project guided the Chia-Nan Irrigation Association, Taiwan Water Corporation, Tainan City Government, and Chiayi County Government to implement the ecological check on 13 engineering projects. In addition, 8 proposed roadside engineerings were terminated early at the Planning phase. The ecological check process consisted of field inspections, public involvements, habitat assessments, mapping of ecologically sensitive areas and developing the proper mitigation strategies. Among all, 8 strategies were avoiding constructions on recovered or sensitive areas, 17 strategies were minimizing the affected areas, 22 strategies were reducing the magnitude of habitat impacts, and 4 strategies were recommending measures of ecological compensations. All these works were updateed on the exhibition map of Zengwen, Nanhua and Wushantou reservoirs. Also, we held two workshops on 13th-14th October, 2015 for whom involving in engineering projects to be familiar with the process. For spreading the information of ECRWP extensively, the Compendium of ECRWP was edited to introduce the background, development history, operation procedure and exhibit the example cases from Shihmen, Zengwen, Nanhua and Wushantou reservoirs.Also we summarised the compendium to edit a portable brochure folder. All the drafts were reviewed by experts and NGOs, governmental engineers, specialists, in 2 advisory meetings held separatedly on 27th and 29th October, 2015. After refining the drafts refer to opinions from Commitees, the compendium and brochure were printed as the reference for the projects whicn would implement ECRWP. The overall results of this project were successful in assisting reservoir managers to incorporate conservation engineering practices and the promotion information were well prepared for a communication platform of ECRWP.
