荖濃溪越域引水東隧道之興建有助於調配曾文水庫用水,但自莫拉克風災後,原規劃跨河輸水構造物,在東隧道受損且有地方民意疑慮及司法事件過程中,將不予採用。
曾文水庫越域引水工程計畫除了穩定曾文水庫用水調配外,亦希望荖濃溪新取水工程成為與桃源區居民共享共存的取水設施,其共享者,希望能將部份供水依地方需求,協助打造引水設施供民生及灌溉使用,降低居民用水成本;其共存者,希望保持荖濃溪河道天然景觀,且保持沿岸部落安全保障。
水利署目前推動水資源政策公民參與機制,目的在於任何水資源開發政策規劃之初,即應透過公民參與方式,邀請在地居民共同參與討論與決策,以獲得具共識與承諾的政策。基於上述原則,南水局擬配合曾文水庫越域引水工程計畫新取水工程規劃案,同步推動本公民參與計畫案。

ABSTRACT
1. Introduction
To provide a stable water supply in the southern region and to ensure the long-term water demand for economic development, the Executive Yuan approved "Tseng-Wen Reservior Transbasin Diversion Project" in 2003; and started in 2004. However, on August 8th 2009, Typhoon Morakot severely hit southern Taiwan with extremely torrential rain, which caused the Laonong river watershed serious siltation and major changes of topography and hydrological conditions. For the supply of the southern region’s future water needs and long-term economic development, it is necessary to carry out a feasibility assessment of water resources utilization on Laonong River Basin.
In view of the past water-related policies promoted by the Government, lack communication and inadequate explanation with the public and interested parties caused people misunderstanding. Therefore, the relevant promoting projects were opposed and obstructed, which resulted the effectiveness reducing of government policy and eventually created a negative impact on the livelihood and welfare. To introduce the citizen participation element into the related countermeasures of water resources utilization for the Laonong stream, the stakeholders and civil professional advice were taken into consideration. The most appropriate decision with public opinion and the people’s needs, which will meet public requirement, is made and the target of policy promotion is achieved. Except for seeking the most appropriate solution of water resources utilization for the Laonong River, the citizen participation mechanisms can also become auxiliary method of performing the future policy promotion.
2. Field Investigation and citizen participation
Field Investigation
Fieldwork has been completed in this project with a total of 156 interviews, according to the provision items. The interview topics in study area focused on livelihood issues from February to March; and twenty-five interviewees have been made.The concerned issues of the local residents are mainly classified into four categories, water resources, transportation, tourism and culture. From April to July, the issues with relevant experience to Morakot Typhoon and historical complexity were focused; and a total of 61 interviewees were made. Among these 61 interviewees, three main focuses were classified namely, the riverbed rises, disaster resettlement, main cause of Morakot disaster. From August to November, the interview issues were focused on the government policy strategies of public infrastructure; and a total of 70 interviewees were made.
Citizen participation mechanism
Based on "learning alliance" proposed by the EU SWITCH project, which is a frame of sustainable integrated approach. "Learning in the good relationship" is the most important goal Learning Consortium. Via a designed participatory process, stakeholders participate, interact and learn from each other. Based on the experience in the implementation of the relevant program by the project team, associated with local culture and social networks, and the method of cycle dialogue of social inclusion the strategy of citizen participation was followed.
Learning Camp
The purpose of the learning camp is to offer the local residents to understand the spirit of citizen participation mechanisms. The static learning camp was held at the Taoyuan District Office. The program includes the cocept of safety and disaster prevention for a community and how to conduct emergency evacuation during floody season. The dynamic learning camp was held at the Gaoping River Weir and the Longmu community center. The purpose is to lead people understand water-intake of the weir and the construction process through the learning camp.
3. Intercommunication platform
This project has set a site office to help the villagers understand the public policy and the relevant information, leading a broad and deep public participation. A full-time site-based staff was hired to serve the villagers, playing the role a platform between the SRWRO (Southern Region Water Resources Office) and local people. With a total of 104 pieces, the site work-log was written on daily basis. To build up a closer relationship, a good-to-your-neighbour project has also been done by the site-based staff. Furthermore, to expand the Information disclosure, the concerned issues have been published to facebook for the young population.
4. Opinion feedback and further processing
Analysis of the opinions of citizen participation was done in monthly basis according to contract items. Appointments with local opinion leaders and residents have been made for the staffs of the SRWRO. Communication and policy illustration were conducted. A total of nine agenda have been made. Keep tracking of the various activities in the project region. The activities of water conservation outreach were held on 27th of March and 7th to 9th of May. On the basis of the feedback information of fieldwork, six forums have been held. Among the six forums, three of them are interactive meetings with villagers; and the others are professional seminars which focus on disaster prevention, environmental protection, and water resources conservation.
Review of the implementation process and its results in accordance with the current citizen participation mechanism, the complementary measures and amendments were proposed and the further promotion policy of citizen participation was suggested.
