本計畫擬搜集國內外經驗與相關文獻,建立綠屋頂水文模式與社區地表逕流模式,就集水、貯存、淨化與回用等水資源永續利用技術作一分析與建議,建構水資源永續型社區評估指標、系統與評估方法,進行水資源安全與風險評析,針對建置水資源永續型社區之成本效益進行評估,建置相關維護管理方法,並以計畫相關成果進行教育訓練,於台灣北部地區 (宜蘭縣、台北市、新北市、桃園市、新竹縣(市))擇一示範案例進行評估,作為社區水資源永續利用參考,爰提『水資源永續型社區評估指標、系統、方法及再利用技術研討(1)』工作計畫書,俾利工展。
英文摘要
Community is the basic unit of a common life circle and is also a smaller version of a city or a country. It is suitable as a leader in the construction of Water Self-Sustained Community (WSC). With the pilot development connotation, the priority of this project emphasizes the rainfall recycling system construction. By means of the related outcomes, the sustainable use of water resources of the community is established and promoted.
This project defines a common life circle of sustainable type from aspect of water resources, which aims to be able to reduce the pressure of water resources development, or planning of source management. Meanwhile, through the integration strategy of decentralized small community, targets of the regional water management, reduction of energy consumption and sustainable environment and ecology of downstream are to be reached.
In this project, the water tank model is carried out for rainfall - runoff analysis. Accordingly, models are adjusted with a demonstrated case of actual outflow. These models include the green-roof model, the runoff model and rainfall recycling system model. These modes can be combined into a composite water tank model.
This project also focuses on rainwater recycling processes. Explore the related technologies from four aspects: rainfall collection, storage, purification, and recycling. Evaluate and comment these four technologies from the perspective of sustainable water resources to be references for relevant planning personnel.
According to international trends, the evaluation system of the WSC was established based on rainwater recycling through engineering life-cycle approach.
The demonstrated case was used as practical practice to exam whether the evaluation procedure is appropriate. And propose imported effectiveness of sustainable water-resources facilities was assessed through following important indicators includes Peak flow volume, Peak flow time ,Runoff volume ,Storage volume ,and Water recycle volume.
