雙溪水庫(以下簡稱本水庫)位於新北市雙溪區丁子蘭溪與其主流雙溪之匯流口南方約800公尺處(詳圖1)，為規劃中之重要水資源設施。近年來民眾民主意識與日遽增，以及人類對環境倫理的覺醒，導致社會上抗爭事件層出不窮，使得傳統興建水庫在推動上日益困難。鑑此，本計畫藉由深入計畫當地地區調查、評估、溝通成果，體察民意制訂策略，透過相關成果介紹或案例參訪以闡述計畫正面效益、期化解民眾疑慮，提升政府形象並爭取認同，化解開發阻力。

Shuangxi Reservoir is located at Shuangxi District, New Taipei City, which is an important water resource facility under planning by the government. Because the citizens’ democratic consciousness keeps on increasing, it is more and more difficult to promote the reservoir’s construction project; therefore, in order to win the public’s identification, resolve the resistance against the promotion of the project, we have this plan. In this plan, the area of the work includes Shuangxi District and Gongliao District, the content of the work includes basic information collection and investigational analysis, communication and propaganda to the citizens in the planned region, inviting the citizens to participate the evaluation of the Shuangxi Reservoir project, job briefing and report publishing, etc. The core of the plan is “Communication and Propaganda to the Citizens in the Planned Region” and hold at least 2 visiting activities and 3 workshops for the stakeholders, and have at least 100 people do the opinion poll questionnaire.
