本署所管之海岸防護設施設置的主要目的,在防止災害,保護人民生命財產,確保人類生存空間,但這些結構物有時會被詬病破壞海岸景觀。非當地之遊客一般在風平浪靜的天候到海岸欣賞風景與親水,但總認為這些海岸結構物過於龐大有壓迫感,突兀的消波塊有礙親水等,但對當地居民則認為這些結構物在安全保障上有其必要,且有時還認為不夠,須再加強。
海岸是陸地與海洋交互作用劇烈的地區,常常因水文、地質、氣候、生物等因子導致沙灘、海埔地、珊瑚礁與海蝕地形的產生豐富的環境樣貌,不同的海岸環境各有其不同的景觀。因此本署在執行海岸環境營造計畫時,如何與當地自然環境協調融合,讓海岸防護設施既安全又不失美觀,帶給遊客多樣化的親水遊憩體驗,同時保育海岸資源,活化地方人文與特色。
爰此,本計畫將蒐集與探討國內外海岸環境景觀與親水規劃技術資料,建構一般性海堤區域週圍海岸景觀親水調查方式,研擬相關評估模式及建立營造技術等,藉此彙編「親水景觀海岸環境整體營造規劃參考手冊(草案)」,並透過案例分析驗證手冊之可操作性,以供本署後續辦理海岸環境營造時,在親水與景觀功能營造能有所參考。
英文摘要
In order to create recreational areas and scenic coastal environments with common seawalls while promoting disaster prevention and safety, we collected technical data concerning domestic and foreign coastal environments and recreational areas. Based on the data, five assessment criteria were developed, namely coastal terrain, coastal structures, visual penetration, water quality, and water accessibility, as well as various assessment factors. Using analytic hierarchy process (AHP), we constructed a coastal landscape evaluation model combining opinions from experts and the populace. By inputting onsite data into the model, a target area can be evaluated for aesthetic potential and graded, thereby providing a concrete approach to process scenic resources. Engineers of future coastal constructions can use this manual to build structures that can merge with the natural environment while ensuring the safety and beauty of coastal protection facilities, providing the public with a variety of water recreation experiences, conserving coastal resources, and enlivening local culture and qualities.
The results of the model developed in this study can further our understanding of how various factors influence the overall landscape environment and offer reference for future constructions. For instance, if the model determines that a structure will severely impact the aesthetics of a landscape, then more resources must be invested in architectural design to merge the structure with the landscape. In contrast, if the influence of the structure on the landscape is limited, then the constructors need not excessively focus on the landscape design for the sake of return on investment. Furthermore, this quantified indicator also assists engineers in swiftly understanding what subsequent landscape design techniques should focus on. It is hoped that during investigations, local industry characteristics can be better understood, whereby they can serve as a basis for local transportation, tourism, and land plans to facilitate local development and increase Cross-Field Value-Added benefits.
