民國88年起至90年,行政院國家災害防救科技中心(前國家科學委員會防災國家型科技計畫辦公室)首次進行並完成全省22個縣市淹水潛勢圖分析與製作,供各級行政機關做為施政參考。近年來,由於圖資資訊化及淹水模擬分析程式快速演進,經濟部水利署於民國96年起進行全國淹水潛勢圖更新工作(第一次更新)。由於淹水潛勢圖製作所需之基本資料、模擬條件及演算模式不盡相同,無法整合及提高淹水潛勢圖之準確性,因此本所於102年辦理「全國淹水潛勢圖資更新及整合先期計畫」並依據目前淹水模擬技術,參酌國內外做法,並藉由專家座談會彙整意見,制訂「淹水潛勢圖製作及測試手冊(草案)」,俾利水利署暨所屬機關製作淹水潛勢圖時,有遵循標準作業程序,並產出穩定、可靠及高品質之成果,利於後續整合應用。因此,本計畫將以此手冊(草案)內容為基礎分行政轄區逐步完成更新,本計畫以「宜蘭縣」為範圍辦理淹水潛勢圖第二次更新計畫,作為中央部會及所轄各級政府再行審視各水災災害防救計畫之用。

Taiwan is frequent to suffer the invasion of the storms induced by typhoons or tropical depressions. In recent years, the flood damage in the area with inundation potentials will be greater than in the past situation.To enable all levels of government for this type of disaster prevention and response has reference. The article 22, paragraph 7 of Disaster Prevention and Protection Act.“To reduce or prevent disaster expand, all levels of government should be in accordance with the responsibilities to implement the following matters: ….7. Using scientific approach to analysis disaster potential, investigation and risk of the situation of simulation and timely announce the results….”
National Science and Technology Program for Hazards Mitigation started to product the first generation of inundation potential maps from 1999, and completed the potential maps of the 22 counties and cities in Taiwan. In recent years, due to the rapid evolution of flood map data information technology and simulation model. Water Resources Agency, Ministry of Economic Affairs started to produce the second generation of inundation potential maps since 2006. Since the differences of the basic information required, simulate conditions and calculation mode for the inundation potential maps, unable to integrate and improve the accuracy of inundation potential maps. In 2013, Water Resource Planning Institute proceed the “A preliminary plan for updating and integrating the flood potential maps in Taiwan”. According to the current inundation simulation technology, reference the domestic and foreign practices, and the suggestions in the expert symposium to complete the"inundation potential map production and testing manual", to serve Water Resources Agency and its subordinate agencies on producing inundation potential maps, have to follow the standard operating program, output stable, reliable, high-quality outcomes.Therefore, this plan will be based on the contents of this manual, carry on the test and revision of the manual, and gradually complete the update in the dividing area. This plan regards ’ Hsinchu City, Hsinchu Country and Miaoli Country ' as the range; handle the secondary upgrading potential inundation map, as the central ministries and levels of government under the jurisdiction of re-examining the various flood disaster prevention and protection plan purposes.
This project is divided into three phases, the first phase: data collection and characterization, including collecting hydrological data, physiographic data,historical flood data and other information, and physiographic analysis and hydrologic analysis, hydrology analysis is carried out in frequency analysis and design rainfall pattern, the projected 3 hours, 6 hours, 12 hours and 24 hours four kinds of duration, each durationcontain eight kinds of return period and nine kinds of total rainfall, there are 76 kinds of scenarios. The second phases: developing model, calibration and verification, includinghydrology, hydraulic, river stage,discharge and walrus analysis. This project use the SOBEK model, the river, the drainage systems, sewers systems, flood facilities, pumping stations, detention pond and other hydraulic structures are developed on the model, and the analysis of walrus to get the wave overtopping of different return periods, and then based on observational rainfall records to simulate riverwater stage, discharge and inundation conditions. Calibration and verification the simulation results based on the rule of "inundation potential map production and testing manual (draft)". The third phases:Simulation of 76 kinds scenarios and results production. It considers the completion of the flood control project in recent years. Confirm the correctness of inundation potential map by people symposium. Finally, according to the"inundation potential map production and testing manual", produce the results and compose the reports.
