地下水已成為水資源調配與管理策略中重要的保命水源，是維繫人類生活繼續維持高水準的重要環節，有效管理地下水資源是相當重要的。近年來因氣候變遷之故短期氣候變異加劇與極端氣候頻率增加，造成降雨與氣溫發生變化進而影響河川流量，同樣也對地下水造成影響。如降雨量變化引起河川流量變化，進而改變原本地表水與地下水之交互作用機制，影響河川對地下水之補注。因此，瞭解氣候變遷下臺灣地區地下水潛能變化，將有助於面對未來氣候變遷可能造成臺灣地區之水資源問題。故本署研提本計畫，擬針對臺灣地區過去氣候狀況與未來氣候變遷情境，以臺灣九大地下水資源區進行地下水潛能變化之研究及地下水文量評估，以提供未來臺灣九大地下水區之水資源管理策略參考。

The study results shown that the quantities of groundwater recharges for the four groundwater regions are 1,555.3, 1,727.9, 1,572.1, and 1,255.1 million tonnes for 2011 ~ 2014, respectively, while those of groundwater pumping are 951.0, 934.3, 842.0, and 950.4 million tonnes; and thus, those of groundwater change are 604.3, 793.6, 730.2, and 304.6 million tonnes. The groundwater change quantity is the lowest in 2014 due to a very dry condition. Climate change has similar influences on increasing or decreasing the quantity of groundwater recharge. It increases 32.8% or decreases 31.7% groundwater recharge under the future climate scenarios used in this study, i.e., the influence of climate change on groundwater recharge quantity is about 1/3 of the original quantity. The decrease quantity is larger than the increase quantity in groundwater recharge in Taoyuan-Zhongli Tableland. The decrease and increase quantities of groundwater recharge under the climate change effect are similar in Hua-Tung Longitudinal Valley Area. The other two regions have larger increase quantity than decrease quantity in groundwater recharge. The results show that climate change has different influences on different regions of Taiwan. This project also combined the study results and proposed the potential areas for groundwater recharge and the exploitable quantity for groundwater resources in the four groundwater regions of Taiwan.
