目前國內環保法規尚未對各類工程開發專案的碳排放進行管制，惟碳排放評估與減量承諾已為目前環境影響評估的常見要求之一。行政院公共工程委員會自102年3月起即責成六種工程類別主管機關提出碳排放估算及盤查作業試辦案例，水資源工程亦為其中之一。另「行政院所屬各機關中長程個案計畫編審要點」第六項亦已揭示「中長程個案計畫應納入碳中和概念」。
英文摘要
This study has drafted the carbon emission management system for the water resource engineering, mainly the development of water reservoir construction works based on the concept of the life cycle. Based on the results of the 1st-year project, a carbon management guideline has also been drafted covering each stage of this life cycle: planning/design, construction, maintenance and dismantling for a water resource scheme. Referring the studies of Water Resource Planning Institute (WRPI) of WRA since 2010, a database for the carbon management of a water resource scheme have been planned, including the functions of carbon footprint calculation and carbon disclosure, so that the carbon management can be systematically disclosed for a variety of applications.

本研究旨在為國內水資源開發工程建立一套全生命週期的碳排放管理制度。研究成果包含：
1. **碳管理指引研擬**：參考國內外規範與案例，針對水資源開發工程的設計、施工、營運及廢棄拆除等階段，研擬了水資源開發專案碳管理指引。
2. **碳管理資料庫系統建置規劃**：規劃建置一個包含碳管理知識專區、碳足跡計算器（精簡版與詳細版）及碳資訊揭露平台的水資源開發專案碳管理資料庫系統，以實現資訊化、系統化和可應用性。
3. **碳足跡計算器雛型系統**：已建置精簡版碳足跡計算器雛型系統，並以天花湖水庫工程為例進行測試，該系統可輔助土石壩工程的碳排放與減量估算。
4. **碳資訊揭露與審核機制**：規劃了適用於水資源開發專案的碳資訊揭露系統，並設計了包含三個階段的碳排放資訊審核機制，以確保資訊的可信度。
5. **專家諮詢與宣導**：透過專家諮詢會議和宣導座談會，凝聚共識並蒐集意見，以完善相關文件和制度的適用性。
本研究成果可作為水資源開發單位評估碳排放、擬定減碳方案的基礎，並有助於達成碳中和的目標。
