當淹水災害危急時，易造成民眾生命財產重大損失，惟歷年往往均靠民眾或相關人員通報，救援單位方可知悉淹水情形，致使救災作業錯失最佳時間，無法即時掌握水情變化，如淹水深度、淹水區域範圍及災害損失程度。 本局規劃淹水災害即時監測系統係藉由蒐集宜蘭地區地形資料、選置適宜之監測水位計或佈置水尺觀測，透過地理資訊系統分析及展示平台，提供即時淹水資訊，使決策者可充分且同時掌握淹水災區之範圍及淹水深度；礙於經費有限，逐年規劃宜蘭地區主要易淹水區域之水位監測設備，目前於宜蘭河美福排水5處水位計、冬山河及得子口溪水系各2處水位計可透過自動傳輸達成自動淹水監測功能，尚有部分區域仍須透過人工水尺觀測執行淹水監測。 今(104)年度宜蘭地區淹水範圍監測系統延續前期開發成果持續維護更新，擴充各區域即時水位監測設備及數值地形(DEM)之地文資料，強化即時淹水資訊評估系統及整合地理資訊系統，俾利提昇淹水資訊準確度，於災害應變時掌控即時資訊與研判淹水災情，提供最迅速淹水之情資，減少資訊落差所造成災情研判誤差狀況。並藉由相關水情資料建立各區域淹水關係性，探討研析雨量與淹水水位關係。
