大安溪為台灣中部重要之中央管河川，主流全長95.76公里，流域面積約758平方公里。大安溪本流於民國81年完成大安溪治理規劃報告，並於民國82年9月20日前省府以八二府建水字第172976號公告治理基本計畫(白布帆堤防堤頭至河口)；民國88年重新公告為中央管河川後，於民國98年4月20日以經授水字第09820203430號公告大安溪本流(士林攔河堰至白布帆大橋)治理基本計畫(含支流烏石坑溪)，民國90年中央管河川界點延長至梅象橋，於民國100年9月15日以經授水字第10020210690號公告大安溪水系治理基本計畫(梅象橋至士林攔河堰)，並於民國99年7月14日以經授水字第09920207730號公告大安溪水系治理基本計畫(本流白布帆堤防堤頭至河口及支流景山溪)第一次修訂。 近年由於全球氣候異常，水文極端現象明顯，歷次颱風災情嚴重，尤以民國102年蘇力颱風為最，造成多處堤防損壞，業已辦理兩處水道治理計畫線及用地範圍線局部修正，加上現況地文、水文及土地利用已大幅改變，以白布帆至士林攔河堰河段為最，為符合大安溪整體流域治理及落實綜合治水之理念，供河川管理及防洪工程實施之依據，原公告治理基本計畫有重新檢討之必要

The basin of the Da-An River is located in Taiwan Miaoli County and Taichung City. The mainstream of Da-An River is originated from the Snowy Hill of Central Mountain Range. It sinuously flow through the mountains, and converged into the sea. The length of the mainstream is about 95km, the basin area is about 758 km2, and the watercourse average gradient is about 1/50. The branches of the Da-An River include Jing-Shan River, and Wu-Shi-Keng River. During the period of Typhoon Soulik invaded Taiwan in 2013. It made several levees broken. The geography, flow and landuse was changed, so we have to review the flood capacity of Da-An river. In order to conform the concept of integrated water management and overall of planning basin, it combined upstream, midstream and downstream with overall governance, and gave consideration of safety, ecology and landscape, to provide the basic concept of project planning.
