為促使各機關建立自主管理機制，落實各項政策推動，行政院自90年度起依據「行政院所屬各機關施政計畫管制作業要點」及「行政院所屬各機關施政計畫評核作業要點」規定實施施政計畫三級管考機制，並依重要性、優先性及綜合性區分為三級，分級管考。本署爰依經濟部訂定管考機制運用行政院政府計畫管理資訊系統辦理管制與考核作業事宜，針對行政院列管計畫擬定年度作業計畫，於每月由主辦單位執行並經管考單位負責督導及審查，最後於年度終了時辦理評核，透過評核結果，瞭解計畫是否達成既定目標及績效，作為繼續執行或改進計畫的參據。除此之外，本署於88年已啟動列管計畫推動小組會議運作機制，並於91年度4月訂定「經濟部水利署列管計畫推動小組設置要點」，針對本署執行由行政院專案列管計畫（石門水庫及其集水區整治計畫及易淹水地區水患治理計畫等）、行政院公共工程委員會一億元以上公共建設計畫、經濟部年度重要施政計畫及經濟部業務會報專案列管等相關計畫，每月主辦單位執行並由管考單位負責督導及彙整提報，定期每月召開列管計畫推動會報檢討，藉由上開管考機制，得以提昇施政計畫品質，以有效達到績效管理目標，進而提供社會大眾優質之公共服務建設。

"2015 Annual Professional Training for Policy Plan Management" Program (hereinafter referred to as the Program) invited staff organizing, co-organizing, managing, assessing policy plans in institutes of the agency and other relevant personnel to strengthen their field knowledge, bring professional synergy into play, and to enhance efficiency of plans and performance of management and assessment. The project aims to conduct professional training for administrative management staff with the objective of in-depth benchmark learning. Lectures of professional curriculum and visiting and training activities on excellent engineering projects are arranged in the first and the third week in October. In professional lectures, department heads from the excellent units to be visited are invited to share their experiences of managing the project winning the Gold Medal Engineering Project. Documents of the Gold Medal Engineering Project and similar projects in the Agency are provided for comparison so that trainees can brainstorm some different ideas. Through visiting Gold Medal Engineering Projects, trainees can learn the management of Gold Medal Engineering Projects from written documents as well as obtain in-depth understanding from the site. Through feedback from trainees after training, trainees are able to enhance policy project administration efficiency and reach performance objectives. All in all, the average satisfaction rate from participants of this year’s training sessions is up to 99% and courses arrangement and lecturers are highly praised. This year, the project compiles and publishes a total of 300 handbooks about management rules and regulations of the Water Resources Agency, Ministry of Economic Affairs. Important policy projects from 2014 to 2015 are also compiled. Data of project achievements are combined and burnt into discs for future reference. Policy agenda on water resources in a new era are compiled and designed as the "Taiwan Water Resources in a New Era" handbook, providing staff a tool for looking up and recording integration and management methods in future, diverse combined ideas of practice, and relevant information.
