曾文溪位於臺灣西南部，流域面積約1,176平方公里，幹流長約138公里，北鄰濁水溪、八掌溪及急水溪，東界高屏溪，南接盬水溪及二仁溪，西臨臺灣海峽。曾文溪發源於阿里山脈之水山(標高2,609公尺)，流經嘉義縣阿里山鄉、番路鄉、大埔鄉及高雄市那瑪夏區，進入曾文水庫；出壩址後再經臺南市楠西區、玉井區，於大內與山上區間轉西向進入嘉南平原；再經左岸善化、安定及右岸官田、麻豆、西港、七股等區，於安南區青草崙西北方流入臺灣海峽。 曾文溪流域內建有曾文、南化、烏山頭及鏡面等四座水庫。曾文水庫位於主流曾文溪，集水面積約481平方公里；南化水庫位於支流後堀溪，集水面積約108平方公里；烏山頭水庫位於支流官田溪，集水面積約58平方公里；鏡面水庫位於支流菜寮溪，集水面積約2.73平方公里。水庫上游集水面積佔曾文溪流域面積約55%。 「曾文溪流域整體治理綱要計畫」已於103年11月19日經「經濟部水資源審議委員會」審議通過，近期將報院核定後，由各目的事業主管機關本權責執行，故需擬訂初期實施計畫，依步驟應先檢討各年執行狀況，以研擬改善措施及各權責機關需辦理工作項目。鑒此，經濟部水利署第六河川局(以下簡稱本局)著手辦理本計畫。

"Tseng-Wen River Basin Platform for overall governance project (2015)." by the Executive Yuan for approval in June 2014. Each industry competent authority within the Tseng-Wen River Basin should reference ’' Promoting and Evaluating for Comprehensive Regulation Planning and Management for whole Zengwen River Basin(104~105)(1/2)'' was laid down by early strategies and measures of the relevant authorities with responsibilities. The responsibilities research mention initial (2016~2019) to implement the project and work. In order to enable agencies responsibilities the implementation project to be implemented to achieve the maximum benefit, so this project must first communicate with the responsibilities agencies to discuss. To ensure that the responsible authority planning to handle the relevant implementation project in 2016~2019, it can really conform the early policies and measures "Promoting and Evaluating for Comprehensive Regulation Planning and Management for whole Zengwen River Basin(104~105)(1/2)" as the set and meet expectations of the target. This project has been completed visit or contact relevant management units in Tseng-Wen River basin, by way of personally visit or telephone call, recommends that the responsibilities agencies should reference '' Promoting and Evaluating for Comprehensive Regulation Planning and Management for whole Zengwen River Basin(104~105)(1/2)'' laid down by early strategies and measures of the relevant authorities with responsibilities. This responsibilities provides the beginning of the program (2016~2019) to implement the project related information, such as related program content, funding, implementation of the annual ... etc. And each of the departments implementation of the research in 2016~2019, accordance with management of water, use of water, the environment and the administrative to aggregated of the program content, predetermined performance, annual plans and funds etc. Currently initially completed the initial (2016~2019) a list consolidation of the implementation plan. And the expected effect of ''Promoting and Evaluating for Comprehensive Regulation Planning and Management for whole Zengwen River Basin(104~105)(1/2)'' of the initial measures. And present the research responsibilities agencies mentioned is the expected results of the expected to transact project to compare, as a follow-up recommendations to responsibilities agencies can sustainable provision important reference of related plan.
