富岡漁港至利嘉溪間海岸因鄰近臺東市區，不論就海岸防護、親水或景觀等需求面而言，皆屬於重要區段。由於本段海岸地形變遷主要係受卑南溪輸沙及海洋營力主導，加上外海水深坡度較陡，近岸入射波浪能量消散有限，每至颱風期間，大浪侵襲海岸，容易造成灘岸沖刷、流失入海；而為避免本段海岸遭海浪侵蝕，在臺東海濱公園至豐里段沿海段，已設置多座消波塊短突堤進行保護，藉以攔阻沿岸輸沙，防止海岸線侵退。然現況部份突堤因受颱風波浪作用，已散落於沿岸灘面，不僅降低海岸防禦能力，亦對整體海岸整體景觀造成衝擊。為能掌握卑南溪河口輸砂供給對鄰近海岸地形影響之範圍，以做為後續海岸防護設施維護及修復整建之依據，本計畫擬先針對卑南溪河口河道底質、鄰近海岸底質及水深地形進行現場調查，搭配海、氣象基本資料蒐集分析，並以數值模式輔助研判全段海岸受卑南溪河口輸砂之地形變遷與近岸動力機制；最後，依據前述調查與分析結果，評估現有突堤群及防護設施之成效，並研提整體海岸穩定及防護改善之對策方針，以期能達到防護岸線，符合現階段海岸環境永續經營理念。

The study area is started from Fugang Fish Port to the south of Lijia River of the Taitung Coast. The coastal topography changes in this project area is mainly affected by the estuarine sand transport of Beinan River and Lijia River, and natural forces (such as wind, wave, current,and tide). In this project, we integrated by topographic survey data and numerical models to figure out the effects of Beinan River sediment supply on the coastal topography changes. According to the results are found out that Beinan River is the main source of coastal sediment supply, and the main supply time are occurred during typhoon attacks. The general direction of the net longshore sediment transport by waves and currents in the monsoon season is from north to south. In the typhoon season, the main affected area of the short-term coastal topography changes is between Beinan River and Lijia River. And estuarine sediments deposited in the estuary for a distance of 2 to 3 km downstream, which is controlled by the path of the typhoon and rainfall patterns during the typhoon flood. Following two years of research and a summary of the findings is now available. The protection measures have been effective and the erosion process has been slow down along the coast near the estuary of Beinan River and Lijia River, such like the south side of Fugang seawall NO.2 extension, Taitung Forest Park section, Waterfront Park section, Fengrong section, Fenggu section and Fengyuan section, and we suggest no need to implement improvements currently. But, there are three sections, such as Fugang seawall NO.1, Fugang seawall NO.2 and Fengli section, which may need to strengthen and improve the protection ability of the seawalls. After the appraisal, the preferably planning as follows: 1. Fugang seawall NO.1：dike surface(slope) improvement. 2. Fugang seawall NO.2：gentle slope-type dike. 3. Fengli section：shoreline protection with dune restoration and Groins.
