受氣候變遷影響,水資源短缺之議題已成為各國關注之焦點,廢污水再生利用已然成為重要之替代水源。我國正值推行廢污水再生利用之初,雖國外已有廢污水再生利用之成功案例,然國內產業型態特殊,大用水戶對用水水質要求頗高,為有效提升國內業者使用再生水之意願,遂成立本計畫,藉使用再生水之風險調查與評估,供再生水使用端做參考。

1. 評估各供業製程合用之再生水水質
2. 釐清使用再生水可能之風險,供用水端參考
3. 達成本署120年再生水使用之政策目標量
英文摘要
According to the 1457th committee meeting conclusion of Council for Economic Planning and Development on August 12 2013, the “Public Wastewater Treatment Plant Effluent Recycle and Reuse Demonstration Plan” proposed by Ministry of the Interior was approved to effectively reduce water resources development pressure. The project implementation period starts from 2013 to 2020. After the completion of the six demonstration plants, estimated 280,000 tons/day effluent will be recycled and serves to the neighboring industrial zone.
Delphi technique was applied in this project, relevant expert, scholar, hosting agency executive, engineering consultant team and potential construction, operation company were participated to assist identifying possible risks. As a result, risk list for the water reclamation demonstration project was confirmed with total 58 risk items.
Risk allocation was also conducted for this project which recommends that one party with higher capability, or both parties together to undertake the potential risk items. In considering with the unique characteristic of urban wastewater reclamation for industrial use demonstration project, among those involving the exercise of public authority, only the competent authority has the ability to perform. Therefore, the hosting agency should undertake 18 risk items. Other 47 risk items such as project performance and project risk management are clearly belongs to construction and operation company. As for potential water users, five risk items including water demand and rate changes are major concerns.
Risk treatment measures including pre-promotion policies and prospective contract content enhancement were discussed such as basic project engineering specification, construction and operation contract contents and water purchase contract contents to serve as the firm material for future project promotion.
For chemical health risk assessment section, take general labor as parameter, the highest chemical health risk in this case will be chromium. Which is 4.18E-06~4.57E-05 for male and 3.03E-06~3.41E-05 for female. Arsenic is the second highest chemical health risk with 9.96E-08~1.26E-05 for male and 7.28E-08~9.43E-06 for female.
The biological health risk assessment in this study indicates that under the condition of unsterilized, the risk of Cryptosporidium infection is 3.75E-03~6.06E-03, followed by Rotavirus infection ranged between 1.96E-05 to 3.20E-05 and E.coli is the last. Generally speaking, Cryptosporidium’s diameter is much larger than the reverse osmosis’ film pore. Hence, the installation of reverse osmosis facility in the water reclamation plants will effectively address the concern mentioned.
