為全力推動省水標章制度,鼓勵消費者選用省水產品,落實全民效率節水並促進業界研發省水器材,並使目前市場上已具省水效能之產品納入省水標章產品,以擴大省水產品之範疇,並持續辦理省水標章審查作業,核發符合省水標章產品規格之證書;同時辦理申請省水標章衍生之檢測費補助及鼓勵民間參與省水技術研發等相關工作推動,提升省水標章普及化,落實「三全」節水運動,共同創造節水型社會,爰辦理本計畫。

ABSTRACT
The purpose of this project is to continue the promotion of water conservation experience, to complete national continuous management of water resource, to establish the environment of water conservation, to accelerate the retrofit of water-saving products, and to enhance the water-saving consciousness of people. In addition, this project also assists Water Resource Agency to promote the product certification of Water Conservation Mark and related education activities. The final results of this project are as following below:
1. The products examination and management of Water Conservation Mark and the collection of application gauge expense
(1) Up to December 2014, there were over 189 factories and 652 products which have been passed the examination of Water Conservation Mark. In among, 111 dual flush toilets and 108 general-type faucets urinal were the most and the second. Because the operation main point of Water Conservation Mark was revised by Water Resource Agency; the water-saving toilets were divided into golden-rated and general-rated. Up to December 2014 there had been 21single flush toilets and 18 dual flush toilets which were certificated for golden-rated.
(2) The charge standard of guage for Water Conservation Mark had been published by Water Resource Agency in December 10. It will accord to qualified certificate of technician of running water piping and cooperate with China Trust Bank.
(3)It has been completed to collect the usage of Water Conservation Mark during from October to December in 2013. The total usages of Water Conservation Mark products were 738,393. The usage amount of Water Conservation Mark products had been revised to collect twice per year. The use amount of Water Conservation Mark from Jan. to June 2014 was 1,248,076. The use amount from July to Sept. 2014 was 597,308.
(4)The 20 on-site inspections of factories had been completed and 10 products of Water Conservation Mark had been sampled and tested. Only one product had not complyed with the criteria. A letter to the company had been sented from Water Resouce Agengy to require a improvement and a re-sampling will be executed.
2. The market share survey of Water Conservation Mark products and the establishment of special selling area.
(1)The survey report indicated that the total sale amount and Water Conservation Mark products of toilets were 760,860 and 660,514 in 2013. The market share percentage of water conservation toilets is 86.8%.The survey report indicated that the total sale amount and Water Conservation Mark products of wash machines were 690,076 and 500,423 in 2013. The market share percentage of water conservation wash machines is 72.5%.
(2)The total amount of toilets in Taiwan area estimated about 18,580,000 in 2013. The accumulative usages of water conservation toilets were 4,338,565. The popularity rate of water conservation toilets was 23.3%.The total amount of wash machines in Taiwan area estimated about 8,100,000 in 2013. The accumulative usages of water conservation wash machines were 2,125,959. The popularity rate of water conservation wash machines was 26.3%.
(3)There had been 3 quantity selling shops established the special selling area of Water Conservation Mark products. The exhibition period was from 1Aug. to 31Oct. 2014. Up to 31Oct. the sale amounts of Water Conservation were 43,000. The sale money were NT 40,000,000, It increased 50% comparing with last year.
3. To maintain water conservation website
(1)Up to now, there are 4 times periodical system check. Website contents examination and information safety check scan also have been completed in June and no high damage exists. In addition, 2 times website and databank check have been completed to conform no system disorder. 3 times the content of water conservation periodical magazines were sented and 4 times water conservation activity informations were linked un website.
(2)In enhancing the function of application of Water Conservation Mark and increasing convenience and effectiveness, the website of Water Conservation Mark has been isolated from original Water Conservation website as an entrance. This website will be continued to use until April 2015 and the service of operation system can be strictly protected in information safety.
4. The management of application operation about the subsidy of testing fare for Water Conservation Mark products
(1) The related regulation of the subsidy of testing fare for Water Conservation Mark products had been announced by Water Resource Agency (MOEA) in 26 Nov.2013. Up to 31 Nov. 2014, there had been 15 factories to apply for NT 242,100 dollars subsidy.
(2) Among these 50 products the most were 25 toilets and the second were12 toilet water tank devices. The rests were 8 faucets,2 showerheads, 2 washing machines and 1 flushing valve.
5. The management for application operation about encouraging the water-saving technology research by people
(1)The first re-examination meeting had been held in 4 June 2014. The result of meeting considered that the 3 application cases which were all lack of real differences on their technical improvement.The next reexamination the executive should assist the application companies to collect related information.
(2)The second re-examination meeting had been held in 9 Sept. 2014. The results of re-examination had given agreement to HCG Company NT 200,000 subsidy and Hi hippo Company NT 150,000 subsidy
6. The editing and issuing of water conservation periodical magazine
(1) The 10th and 11 th water conservation periodical magazine had been issued in April 30 and Aug. 15 2014. The issue volumes were 3500 copies. The 10th major contents included special report about the case of water conservation in hospital, water-saving efficiency rating system for toilets and water conservation competition for institutes and schools.
(2) The12 th water conservation periodical magazine had been issued in 25 November 2014.
